Position Summary: This position is responsible for managing the Community Development work in a district to ensure increased community participation in school infrastructure management, providing oversight and technical backstopping in organising Community Committees for School Infrastructure (CCSIs), identifying Humqadam related capacity gaps amongst CCSI and PTC/SC members, working with School Support Team colleagues to provide capacity building interventions to reduce the gaps.

Location: Mardan

Reporting and Supervision: This position will report to Community Development Manager.

Specific duties and responsibilities include but are not limited to:

Stakeholder Relationship Management 

  • Establish good interpersonal relationships within the SST by helping people feel valued, appreciated, and included in discussions; 
  • Proactively build effective working relationships with District Education Officials, School Administration, PTC/SC Members, CCSI members and civil society organisations.
  • Facilitate participation of stakeholders’ in Humqadam launch Trainings, Orientation, Seminars and other events in district(s)

Community Mobilisation Planning and Oversight

  • Develop community mobilisation work plan.
  • Facilitate joint visits of CD and Engineering sections in the district
  • Provide Monthly and Quarterly reports of Community Development Department in the district
  • Track community issues through Follow up meetings/Call Log system
  • Track Community School Project (CSP) initiatives in the district
  • Highlight success stories and lessons learned
  • Provide feedback to Lead CDC and CDM on progress and improvement.

Capacity Assessment

  • Facilitate Lead CDC and CDM in carrying-out Capacity Assessment of the PTC/SC and CCSIs and identify gaps including Cross Cutting elements/ capacity gaps of target Customers:

Training Delivery Planning and Management

  • Facilitate CD team in the delivery of Humqadam related training interventions on project related modules to relevant stakeholders
  • Plan Cluster Training for PTC/SCs, DEOs and CCSIs.
  • Compile evaluations of the cluster training as per requirement
  • Facilitate training of partner CBOs/NGOs in Humqadam Grants programme.
  • Ensure that the SC/CCSI members fully participate and understand Humqadam objectives and they are highly motivated to take the responsibility of their school construction monitoring.

Community Participation Reporting and Feedback

  • Provide timely, informative and accurate reporting (FGDs, CCSI formation, SoR signing, School profile / village profile Cluster trainings, follow up meetings, CRM, SC/ CCSI initiatives beyond the scope, Call log, reconciliation of expenditures, etc.) as per project SOPs: weekly, monthly, quarterly etc.
  • Document Lesson learnt / success stories on monthly / quarterly etc.

Minimum Qualification and Experience required:

  • Understanding of local community and related cultural sensitivities is vital; and
  • Minimum 03 years of work experience in community participation initiatives is desirable.
  • Minimum of a relevant Bachelor’s Degree in Social Sciences
  • Written and spoken English (business conversation) as well as local language(s);
  • IT Literacy: able to use M’soft word, PowerPoint and Excel at an intermediate level plus has knowledge of Smartphone / tablet  applications;
