Trócaire is an international development organisation founded in Ireland in 1973 and a member of Caritas Internationalis. Our country office in Pakistan was opened in 2007.

The aim of Trócaire’s Challenging Gender Based Violence (GBV) programme is to improve response services and increase protection for survivors of GBV, to reduce tolerance towards GBV and to strengthen GBV related laws and policies in 8 targeted districts of Khyber Pakhtunkhwa and Sindh. Under the programme’s advocacy component, Trócaire contracted a service provider in 2015 to deliver a bespoke media campaign (titled ‘Pur Azm’). The campaign ran from October 2016 to March 2018. The campaign featured information on GBV response, prevention and legal protection using print, electronic, social and transit media.

Trócaire is sourcing a service provider to conduct an impact evaluation of the above media campaign. The service provider will design and deliver an impact evaluation covering the campaigns 3 objectives (response, prevention and legislation) and its 8 target districts, in coordination with Trócaire and our operational partners.

The successful service provider will be expected to have experience in conducting impact evaluations of media campaigns developed by international organisations, technical and operational expertise in gender equality/women’s empowerment and behaviour change communication, a proven ability to collect, analyse and synthesise complex data to form a cohesive and convincing report and proven experience of working in Khyber Pakhtunkhwa and Sindh.
