Summary:

The Small Grants Specialist supports CMP’s implementation through contribution to the management of grants under contract as an assistance delivery mechanism, maintaining robust grant cycle and procedures for implementation, with guidance from the Senior Small Grants Manager , and ensures that all CMP’s grant making is in line with project procedures, IRD and USAID regulations.  This position will be based in Sukkur and reports to Senior Small Grants Manager- Sukkur.

Specific Job Functions:

  • Assist and supports Senior Small Grant Manager based at Sukkur, for programmatic and operational work, in Small grant section.  
  • Ensure that all grant’s related process of targeted seven districts, are in compliance with the small grant manual and according to limitations of the Delegation of Authority.
  • Update and maintain the MIS section related to Small grant section, on day to day bases, and generate real time information on the programmatic and financial status of small grants.
  • Maintain the soft record of all approve grant documents i.e. applications, approving letter, agreements, field verifications reports and final financial and close out reports.  
  • Support, guide and train the field team/staff on matters related to preparation and administration of small grants, and related compliance matters.
  • Assist and support SSGM to get reviewed the new grant applications, approved the grants and get released the payments to SMC as per small grant manual.  
  • Assist and support SSGM for preparing the agreements, letters, memos, and reports related to small grants activities. 
  • Monitor the performance of grantees (SMCs) through field visit to schools in seven district of north Sindh.
  • Work with and assist SGM to carry out the grant cycle as mentioned in Small Grants Manual, i.e. application‘s review, progress verification, close out, etc.
  • Establish and maintain communications with DMs, partner organizations, grantees (SMCs) for the smooth implementation of grants activities.
  •  Be update and provide guidance in the interpretation of award terms and conditions, and U.S. Federal Acquisition Regulations.
  • Other duties as assigned by the senior management team / supervisor.

Required Skills and Experience:

  • 2-3 years of experience in federal government contracts administration working with the FAR and OMB circulars 110, and 122, 133, etc.;
  • Minimum bachelor’s degree in relevant field
  • USAID or other international experience, knowledge of the USAID ADS system, the Federal Acquisition Regulations cost/price analysis, indirect rate development, contracts types, grants and cooperative agreements;
  • Intermediate knowledge of Microsoft Office Suite;
  • Ability to deal with ambiguity and change;
  • Strong communication and organizational skills;
  • Ability to coordinate and lead team members;
  • Excellent interpersonal skill, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team;
  • Ability to analyze and propose solutions to problems;
  • Sindhi written and verbal communication is cumpolsory for this position

Travel Requirements:

  • Sukkur based position with travel to Sindh areas up to 40%
