Background and Objectives: 

USAID/Pakistan awarded the Louis Berger Group (LBG) with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (of which 35% will be women) through implementation of following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

Core Objectives:

The Procurement Specialist position, based in Lahore, will be responsible for overseeing all acquisition and procurement functions of Punjab Youth Workforce Development (PYWD) Project, being implemented by Louis Berger (LB). Under the supervision of Subcontracts Administrator, the Procurement Specialist will provide direct support to program operations in Lahore and two field offices, located in Southern Punjab. The procurement specialist will ensure compliance with USAID rules and regulations as well as Louis Berger’s corporate policies and procedures. The core objectives of job are to:

  1. Advise and implement of diverse procurement approaches while ensuring proportionality, transparency, non-discrimination and competitiveness to undertake acquisition of goods and services for office administration and PYWD Project’s program activities.
  2. Complete documentation of all procurement actions and approvals. These actions include but not limited to documentation of source selection; invitation documentation of quotations/ proposals; soliciting quotations/proposal by various applicants; analysis and comparative sheets; preparation of approval packages; purchase orders in accordance to procurement actions.
  3. Develop and maintain tracking sheets of procurement planning documents, on-going & completed procurements; and suppliers/ vendors’ database.
  4. Achieve purchase documentation records and/or relevant documents in hard and soft copy.

Job Responsibilities:

On daily/monthly basis, specific activities of Procurement Specialist will include but not limited to:

  • Preparation of procurement plans/ planning documents for all procurements relating to office administration and program activities under PYWD Project.
  • Advice and undertake appropriate acquisition actions, proportional to applicable procurement approach, while ensuring cost effectiveness and timeliness.
  • Provide assistance to project staff on the procurement process and provide assistance to them as how to use and fill various procurement forms including developing specifications and documentation of sole source justification, if required.
  • Soliciting quotations/ proposals for specific prequalification or procurement. This include preparation of solicitation documents (RFQ/RFP/RFA) for relevant procurement approaches in accordance with Louis Berger’s procurement policy and USAID/FAR regulations.
  • Adhere to transparency mechanism in developing specifications, evaluation criteria, procurement processes and receipts of goods/ services.
  • Developing technical and financial comparison of proposals/ quotations.
  • Draft memorandum and notes to seek approval from competent authority.
  • Issue Purchase Order or Subcontracts, in accordance with approved terms and conditions.
  • Verifying and confirming invoices from subcontractors and vendors are consistent with Subcontract/ Purchase Order terms and conditions.
  • Maintain all procurement files (both Hard and Softcopy) in accordance with the structure as provided under the Share Point web portal on regular basis.
  • Prepare procurement log containing all procurement actions. Reporting of all procurement tasks and maintaining procurement trackers and suppliers’ vendors’ database.
  • Other procurement tasks as assigned.

Required Skills & Experience:

  • Bachelor’s degree in management and/or finance with 5+ years of progressive operations and procurement management experience.
  • Well verse with the rules and regulations and demonstrated working knowledge of relevant USAID rules and regulations.
  • Experience of working with international organization/s and managing procurements in fast-paced project activities.
  • Advanced knowledge of computer programs and software(s).
  • Excellent oral and written English language skills.

Preferred Skills & Experience:

  • Master’s Degree in Management, Accounting and/or Finance.
  • Ability to interact effectively with international and national colleagues with different professional background.
  • Ability to support program objectives with timely and meaningful information flow, strategies and approaches.
  • Demonstrated experience to multi-task, meet deadlines and process information in support of changing program environments.
  • An impeccable professional track record as well as the willingness and ability to enforce compliance with Louis Berger and FAR/USAID policies and procedures.
