PROJECT DESCRIPTION:

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, is working with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

JOB SUMMARY:

The PPP Advisor works with the federal and provincial governments, local, national and multinational companies, donors, NGOs, INGOs and other stakeholders to develop innovative public-private partnerships (PPPs) to ensure funding and or in-kind support to promote and sustain reading programs, especially in early grades.

REPORTING & SUPERVISION:

 This position will report to the Technical Director Policy.

JOB RESPONSIBILITIES:

  • Conduct the situation analysis to review the existing legal framework, policies on PPP in education within Pakistan;
  • Develop PPP approach and plan to engage private sector partners in the implementation and sustainability of PRP activities throughout and after the project period;
  • Work with  the federal and provincial governments, corporations, and other stakeholders to develop innovative PPPs that will help to sustain the implementation of PPP work plan activities;
  • Interact with provincial education departments and key officials from other government departments to engage them to support PRP’s reading interventions and sustainability of the program;
  • Support PRP’s program components and departments in leveraging private sector support in their activities and assist in cross cutting themes.
  • Engage the private sector including business corporation, foundations, donors, NGOs, INGOs, and other private entities  to promote a culture of private support to improve reading outcomes in Pakistan;
  • Develop PPP manuals and toolkits and conducting capacity building workshops of provincial and regional government stakeholders to develop mechanisms to support PPPs;
  • Guide PRP and its various departments in generating cost share to the project;
  • Participate on the PRP Cost-Share Committee (with Operations, Compliance, Finance)
  • Support PRP’s Communication Department  to design the products highlighting the PRP approach for Cost-Share Marketing and Promotion;
  • Provide Orientation to potential clients for Cost-Share;
  • Negotiate with potential clients for Cost-Share Contributions
  • Represent PRP at meetings, workshops and conferences focusing on Cost-Share and PPPs;
  • Coordination with the provincial and regional governments for timely implementation of activities under the PRP policy component with a major focus on PPP activities.
  • Perform other related duties as assigned.

JOB REQUIREMENTS:

  • Minimum Master’s degree in Public Policy or a related field. At least 8 years of work experience, and demonstrated experience in establishing PPPs, preferably in the education sector.
  • Demonstrated experiencing in stakeholder consultation, working with professional associations, and supporting policy initiatives.
  • Experience in working with USAID and other donor-funded projects.
  • Experience in building capacity in training and supervision.
  • Fluency in English and Urdu.
