USAID/Pakistan awarded Louis Berger with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (including 35% women) will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.
Summary:
The Finance Officer will work under the supervision of the Manager Finance of the Punjab Youth Workforce Development Project.
- Ensures all financial transactions are properly recorded as per approved program and have adequate supporting documentation.
- Prepare Budget variance report and submit to manager finance for review and submission.
- Assist Manager Finance to manage all financial and accounting activities of the company including day to day operations in Finance department.
- Assist in prepare complete set of Financial Statements and Condensed Interim Financial Information (Quarterly, Half-yearly and annually) in compliance with IFRS/IAS.
- Assist manager in planning, execution and reporting on internal Audit.
- Assist manager in Developing business cycles, internal controls system and identification of significant risk areas with payments.
- Coordinate with subcontract department for necessary subs financial activities. Prepare Subcontracts Payment Tracker.
- Prepare Check and verify vouchers, i.e is Cash Payment, Bank Payment, Journal Voucher, Bank Receipt and Cash Receipt and prepare bank reconciliation statements.
- Support the Finance team to scanned the all financial vouchers and upload the same at share point as per HO requirement.
- Examines vendors invoices and vouchers for completeness and accuracy with the terms of the original purchase order, contract, lease, and/or other authorizing document.
- Maintain disbursement sheet against the subcontract payments and timely follow up in case of any missing deadline.
- Assist manager Finance develop and monitor reliable financial control systems and ensure cost control.
- Any other duties assigned by the Manager.
Qualifications:
- Master/Bachelor, preferably in business administration, Commerce, accounting/finance or related Field.
- Experience in auditing/Big four firm will be extra advantage.
- Computer skills in Microsoft office application (Excel, Word, Microsoft outlook and other accounting software modules).
- Minimum 3 years of demonstrable experience of working with USAID or similar project(s).
- Be able to liaison with co-workers in professional business-like environment.
- Ability to work independently under occasional stressful setting.
- Strong communication and organizational skills.
- Fluency in English and Urdu are essential.
