Position Summary

Palladium is recruiting a full-time Private Health Sector Advisor for the new, three-year USAID-funded Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity in Pakistan. IHSS-SD will work closely with the government of Pakistan across all levels to enable a greater ability to lead, design, manage, and monitor a system of high-quality, integrated health services. The program will also build the capacity of civil society and the private sector to work with government to support these efforts and fill gaps. Specifically, IHSS-SD will use an integrated approach to strengthen the health system and improve service delivery in Khyber Pakhtunkhwa (KP) province.

The Private Health Sector Advisor will provide technical support, coordination, and implementation of project activities to strengthen provincial government and private sector partnership and expand affordable access to healthcare. The position will be based in Islamabad and will be supervised by the DCOP/Technical Advisor.

Offers of employment to final candidates are subject to the prime recipient, JSI, receiving a No Objection Certificate from the Khyber Pakhtunkhwa (KP) provincial government. The position is restricted to Pakistani nationals.  

Key Responsibilities

  • Provide technical assistance to government and private sector stakeholders to design and implement strategies to strengthen provincial government and private sector partnership and expand affordable access to healthcare.
  • Design and implement various private sector assessments, analyses, or other related research efforts and reports, including a Total Market Approach assessment, political economy analysis, Doing Business Assessment, and stewardship capacity assessment.
  • Prepare private sector analyses, recommendations, briefing notes, and assessments for internal and client use
  • Provide technical support to the Ministry of National Health Services, Regulation and Coordination, Department of Health, and Population Welfare Department to engage the private sector and effectively manage, negotiate, and monitor private sector agreements.
  • Facilitate workshops, trainings, meetings, or consultations with government and private sector stakeholders
  • Build relationships and interact regularly with the government stakeholders relevant to this area as well as multilateral partners and donor agencies
  • Provide assistance within the project team on monitoring and evaluation (M&E) and documentation of project results.
  • Actively participate in the development of annual work planning, design, implementation, and reporting related to project technical activities.
  • Conduct all work to accepted standards of research ethics
  • Maintain project-wide communication channels and interface with all project staff
  • Other duties as assigned by the Supervisor.

Qualifications

  • Master’s Degree in public health, business, economics, finance or a related field
  • 10-12 years of experience working in the private health sector or on public-private sector health issues
  • Experience working with the Department of Health in KP.
  • Strong ability to engage with a wide range of stakeholders, build key relationships and partnerships, and encourage collaboration and consensus on various private sector health issues and needs.
  • Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
  • Demonstrated ability to carry out M&E and documentation of project results highly desirable.
  • Familiarity with Department of Health policies and priorities and knowledge of public and private and for-profit sector modes of health service delivery in KP.
  • Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.
  • Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
  • Excellent written and verbal communication skills; strong technical writing skills.
  • Fluency in English
