Procurements Manager

An international donor funded project is currently accepting applications from qualified candidates for the position of a Procurements Manager to support a Khyber Pakhtunkhwa based project with frequent travel to the KP Province.

The Procurement Manager, based in Islamabad, will play a pivotal role in ensuring integrity, fairness, and openness in procurement processes as well as adherence to policies, procedures, and controls. The main responsibility for this position is to oversee and conduct procurement of goods and services.

Main duties will include:

  • Develop acquisition plan and reports and present to Senior Management on a quarterly basis at a minimum, or more often, as required;
  • Monitor and track procurement activities and delivery status of goods/services
  • Ensure integrity, fairness, accuracy, and openness in procurement processes in compliance with DAI’s policies, procedures and systems;
  • Train other staff in the use of procurement systems and ensure the use of these systems MIS and Operations Manual;
  • Conduct, document and review price/cost/reasonability analyses;
  • Review and assist (when needed) requisition documentation, cost estimates, statements of work, subcontract solicitation, evaluation, award and monitoring process etc.;
  • Assist project staff in coordinating meetings, facilitating discussions, and developing briefings in support of the source selection process;
  • Through market research efforts, identify and qualify potential suppliers (and products/services).
  • Work closely with various home office staff
  • Provide input related for financial and other reports; and
  • Carry out other duties and responsibilities, as directed.

Qualifications:

  • Bachelor’s/Master’s degree in Business Administration or related field
  • 8+ years of relevant experience and progressive responsibility in procurement at the mid-level of an organization
  • Minimum 3 years’ experience working in a procurement role for USAID funded projects
  • Demonstrated experience leading and managing the procurement of USAID funded projects, including a demonstrated understanding of applicable procurement-related USG & Federal Acquisition Regulation (FAR) regulations
  • Demonstrated proficiency using Microsoft office suite, and other relevant software
  • Demonstrated excellent organizational skills and proactive initiative in the procurement process
  • Demonstrated problem solving with creative and compliant solutions
  • Demonstrated excellent communications and personnel management skills and ability to relate to people at all levels of an organization and of different multi-cultural backgrounds
  • Demonstrated fluency (written and spoken) in English is required
