Chemonics International Inc. anticipates an award of a contract, to implement and scale up the vaccines Logistics Management Information System (vLMIS) activities in the selected districts across Pakistan. The use of the vLMIS depends heavily on the level of understanding of individuals operating the system, on its various functionalities and their relevant computer skills. The main objective of the vLMIS scale up is to cost-effectively implement this technology in 116 districts in Pakistan and build provincial and district-level technical capacity to use, analyze, and report vaccine logistics data through the vLMIS application. Timely and accurate data entry and submission of a monthly report at the district level is critical to the functioning of the vLMIS. The data collected from the vLMIS can subsequently be used at each level of the supply chain to enhance informed decision making to meet vaccine demands.

In order to achieve the goals of this assignment, Chemonics International Inc. is seeking qualified individuals to fill the positions mentioned below:

Note: Please note that this is a short-term project with an expected duration of two months, starting from the first week of November till the end of December, 2017. The maximum LOE (Level of Effort)/ working days for each position is expected to be 52 days.

Project Manager (1) – Peshawar/ Islamabad

The objective of this position is to lead the vLMIS scale up activity to cost effectively implement this technology in 116 districts of Pakistan. The individual will build provincial and district-level technical capacity to use, analyze, and report vaccine logistics data through the vLMIS application. The aim will be to improve data visibility, transparency for timely decision making around governance and accountability that will lead to increase product availability and improved immunization practices at all levels. The Project Manager will manage a team of 23 individuals across Pakistan, to achieve the overall objective and deliverables of the assignment.

Education: Post-graduate degree in pharmacy, public health, or procurement and supply management; certifications on project management will be an added advantage.

Experience: 15 years’ of experience in public health, and largescale project implementation specifically related to the public health sector of Pakistan.


vLMIS Training Manager (1) – Islamabad

The VLMIS Training Manager will supervise a team of Training Officers who will be deployed in various cities and work at the district level to provide hands-on training to the vLMIS users. The individual must have experience at provincial or district levels related to vLMIS system and reporting, and should also be versed in supply chain management, particularly in relation to EPI/ vaccines and cold chain equipment management.  

Education: Master’s in Public health, or procurement and supply management; other professional training certifications will be an added advantage.

Experience: 12 years’ in managing and delivering largescale trainings, specifically in the public health sector of Pakistan.


MIS Manager (1) – Islamabad

The MIS Manager will provide management and technical support for the implementation of vLMIS across the selected districts in Pakistan. 

Education: Master’s in Software Engineering and/ or related field.

Experience: 12 years’ of experience in managing software development processes and its implementation; experience of implementation of MIS in public sector will be preferred.

 

vLMIS Training Officers (9) – 3 in Islamabad, and 2 each in Peshawar, Lahore, and Quetta

Education: Bachelor’s degree from a reputed university; individuals having a specialization in supply chain management will be preferred.

Experience: 1-3 years of experience; fresh undergraduates/ graduates with strong analytical skills and high computer proficiency are also encouraged to apply; experience of working on vLMIS system or other similar systems will be preferred.

 

Manager Coordination and HR (1) – Islamabad

Education: Master’s degree from a reputed university; individuals having a specialization in human resource management and/or a related field will be preferred.

Experience: 12 years of relevant experience in human resource management/ operations; experience of working with international donors will be preferred.


IT Officers (3) – Islamabad

Education: Bachelor’s degree in IT or related field.

Experience: 1-3 years of relevant experience; fresh undergraduates/ graduates with strong analytical skills and high computer proficiency are also encouraged to apply.

 

Admin and Finance Manager (1) – Islamabad

Education: Master’s degree from a reputed university; individuals having a specialization in Finance, Operations Management and/or a related field will be preferred.

Experience: 12 years of relevant experience in Finance/ operations; experience of working with international donors will be preferred. 

 

Finance Officer (1) – Islamabad

Education: ACCA; Minimum Bachelors / Master’s degree in Finance or related discipline.

Experience: 1-3 years of relevant experience; experience of working with international donors will be preferred; fresh undergraduates/ graduates with strong analytical skills are also encouraged to apply.

 

Finance Associates (4) – One each in Islamabad, Peshawar, Lahore, and Quetta

Education: ACCA and/or Minimum Bachelors / Master’s degree in finance or related discipline.

Experience: 0-2 years of relevant experience; experience of working with international donors will be preferred.

 

Communication Officer (1) – Islamabad

Education: Minimum Bachelors / Master’s degree.

Experience: 1-3 years of relevant experience; experience of working with international donors will be preferred; fresh undergraduates/ graduates with strong analytical skills are also encouraged to apply.

 

Admin Officer – Islamabad (1)

Education: Minimum Bachelors / Master’s degree.

Experience: 1-3 years of relevant experience; experience of working with international donors will be preferred; fresh undergraduates/ graduates with strong analytical skills and high computer proficiency are also encouraged to apply.

 

Support Staff – Islamabad (2)

 

Skills and Competencies

  • Excellent interpersonal skills with an ability to communicate composite ideas and train a diverse set of stakeholders, including highly technical and non-technical audience;
  • Excellent writing and presentation skills;
  • Strong analytical skills with high proficiency in operating a computer; and
  • Must be self-driven, highly organized and able to work and deliver under tight deadlines as part of a diverse team.
