Background and Objectives:

USAID/Pakistan awarded the Louis Berger Group (LBG) with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (including 35% women) will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

The Subcontracts Administrator will directly report to the COP and will provide support to the Project in ensuring that all subcontracts are properly aligned with USG regulations and Louis Berger policies and procedures.

Tasks and deliverables:

  1. Ensure that the subcontractors are in compliance with their contract award and accordingly process their invoices.
  2. Conduct periodical audits of the subcontractor and share audit findings with the COP.
  3. Recommend corrective actions, when the subcontractor is not complying the contract conditions.
  4. Prepare subcontract agreements and modification to the subcontracts.
  5. Considering that the subcontractors are Pakistani organizations, technical assistance and capacity building of these subcontractors is required to be enhanced. The Subcontract administrator will conduct training sessions with the Subs on project compliance.
  6. Work with the Louis Berger home office and the field team on the subcontract administration, management and compliance.
  7. Ensure that project spending doesn’t exceed obligated amounts and notify to the COP when threshold is reached. 

Qualifications:

  • Bachelor degree with training in USG Contract Management, USAID Compliance, and related areas. Audit background will be preferred.
  • Mid to Senior-level similar experience (5+ years) on similar donor-funded programmes.
  • Strong understanding of design, and implementation of donor-funded finance and procurement rules, particularly on FAR regulations.
  • Preferred experience with USAID funded programs; strong negotiation and coordination skills.
  • Fluency in English language.
  • Knowledge of local laws and rules is preferred.
  • Must be Pakistani National and able to live and travel throughout in targeted districts of Pakistan.
