Background:

Rutgers is implementing Prevention+ programme (2016-2020) in Pakistan with the long-term objective of the programme is to contribute to a gender just society, free of GBV, by transforming harmful social norms by engaging (young) men, transforming harmful social norms driving GBV at the individual/ relationship, community, and civil society level and ensure that these changes are firmly rooted in a supportive legal and policy framework

Followings are four result area of the programme:

  • Result Area 1: (Young) men and women have violence free and gender equal relationships
  • Result Area 2: Communities hold equitable gender norms and prevent GBV
  • Result Area 3: Public institutions & civil society organisations have institutionalised GTA and promote gender justice
  • Result Area 4: Enabling environment to sustain engagement of boys and men to prevent GBV and to support gender justice

One of the core principal of the programme is ACCOUNTABILITY that mean to work with men, remain accountable to and in dialogue with women's rights movement, and organisations to promote gender justice. PREVENTION+ implementing partners and alliances/networks will hold themselves accountable to women’s rights organizations, in order to develop gender–transformative programming that ensures women’s safety and elevates their voices throughout the lifespan of the initiative.

Within the context of the programme interventions, being “accountable” means:

  1. Being critically aware of one’s own power and privilege;
  2. Being open to constructive criticism;
  3. Being responsible for one’s actions;
  4. Following through on what is said will be done;
  5. Taking action to address behavior or beliefs of individuals and groups both inside and outside the workplace that go against the Programme Core Principles;
  6. Openly acknowledging any harm caused, and developing and implementing solutions to make amends.

Purpose of Assignment: In order to operationalize the beliefs and principles around accountability Prevention+ programme will adapt MenEngage Accountability toolkit and organise a training with its implementing partners, institutions and alliances/networks. 

We are looking for the services on an external consultant (individual or firm) for adaptation of accountability toolkit and conduct two days training with 20-25 participants. The training venue could be in Islamabad or Karachi.

The consultant is likely to undertake the following tasks:

  1. Carry out desk-review of all relevant project documents and adaptation of accountability toolkit according to local context and programme requirement
  2. Conduct two days training on adapted tools with 20-25 participant
  3. Prepare and submit training report with action plan developed by the participants at the end of the training

Facilitation for the Consultant: Senior Programme Officer, Planning, Monitoring, Evaluation and Research will be the focal person for this assignment and will maintain close liaison with the selection consultant for quality assurance.

  1. Inception meeting with the selected consultant for providing detailed insight of the project will be carried soon after the signing of the consultancy agreement.
  2. Providing all project related documents

2.Technical proposal including profile of firm/company or curriculum vitae in case of individual consultant

3.Financial proposal including break down of consultancy fee. (the logistics of the training will be arranged by Rutgers including consultant)

 Total consultancy amount: Pak Rupees 250,000/inclusive all

 Expected Deliverables by the Consultant:

  1. Adapted toolkit on Accountability
  2. Analysis of pre & post test of the training participants
  3. Final training report with action plans.
  4. Electronic copy of final PowerPoint presentation on accountability training. 

The consultant applying for this assignment must have:

Essentials of the Consultant

  • Post graduate degree in Social Sciences, Health, Medicine, Gender Studies, International Development, Community Development or related field
  • At least 5 years’ experience in similar assignment
  • Excellent training and interpersonal communication skills with diverse group
  • ·Extensive experience (at least 3 years) in Gender/Men Engage in humanitarian contexts in Asia and/or Pakistan;
  • ·Proficiency in English is mandatory including skills in Urdu and preferably in Sindhi and/or Punjabi languages)
  • ·Must be familiar with the dynamics of population especially the youth

 Commencement of Consultancy:  One month started from 1st November to 30th November 2017
