Project Description:

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee and its partners, Creative Associates International, World Learning, and Institute of Rural Management, is working with the objective to support the provincial and regional departments of education throughout Pakistan to improve the reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

Reporting & Supervision:

This position will report to the Senior Director Operations and supervise the field Senior HR Manager and Senior HR Officer/s.

 

Primary Responsibilities:

  • Provide full-range of HR support and direction, including expert guidance, advice and counseling to employees.
  • Provide guidance and oversight to provincial HR Managers for a coordinated approach in line with the policies and procedures of Creative.
  • Ensure HR planning, compliance with labor laws and donor’s regulations in coordination with the PRP’s HR working group.
  • Advise staff on policies and procedures and employment relations, and provide expert advice on compensation and benefits and organizational development.
  • Review HR systems and procedures to ensure that they are aligned with the project goals and objectives and do not contradict Pakistani labor law or Creative policies.
  • Provide orientation to Head Office and provincial staff on policies and procedures and employment relations, and give expert advice on compensation and benefits for organizational and staff development.
  • Investigate and appropriately respond to grievances, complaints, and all compliance matters in areas including but not limited to performance management, harassment, discrimination, staff redundancy/abolishment of positions, and/or addition of positions.
  • Utilize HR expertise to efficiently respond to investigated grievances and violations and present policy-based determinations to senior project management.
  • Contribute to the strategic HR planning, which includes but is not limited to identifying the HR needs of the project and ensuring that targets are met in a timely manner.
  • Communicate with senior project management, PRP/HR working group and HR Director based in DC headquarters when necessary for purpose of clarification, where required.
  • Conduct training need assessments, and formulate strategies for employees’ professional development.
  • Oversee performance standards and advise for improvement in the system to ensure that a well-documented performance system is in place.
  • Correspond with insurance companies for group medical benefits/and life assurance plans.
  • Analyze and suggest modifications to compensation and benefits policies to establish competitive programs and ensure continued compliance with legal requirements.
  • Employ a strong documentation and follow-up system for all policies, procedures and practices to ensure a high level of “audit-readiness.”
  • Conduct visits of provincial offices/field offices to ensure that HR functions are being appropriately maintained.
  • Carry out recruitment process for STTA, consultants, advisors per Creative policies.
  • Develop recruitment plan as per staffing needs of the project.
  • Oversee data validity and regular updates to all online portals such as Ultipro and CreativeU.
  • Any other task assigned by the supervisor.

Qualifications and Experience:

  • Master’s degree or equivalent in relevant discipline. 8 years of experience with minimum 4 years (preferably) in development sector programs/projects in a Senior Human Resource Management role.
  • Strong communication skills
  • Excellent presentation skills
  • Good command on Microsoft office including word, excel and PowerPoint
  • Experienced in policy formulation
  • Strong analytical skills
  • Proven positive supervisory experience

  • While performing the duties of this job, the employee may occasionally be required to lift and/or move up to 20-25 pounds.
