Position Role:     Human Resources Manager is responsible to manage overall Human Resources functions of Sindh Community Mobilization Program implemented by International Relief and Development – (IRD). Human Resources Manager will report to the Chief of Party on all Human Resources and Strategic Human Resources related matters and will be managing HR and administrative liaison related work of field office as well.

Basic HR Department/ Managerial Duties & Responsibilities:   

  • Overall responsible for the review the current local HR Manual /systems including recruitment, termination, transfer, disciplinary action, staff development, medical facilities, etc. for development and improvement of HR policies for the project in close consultation with Chief of Party/Country Director.
  • Development, refinement and effective implementation of HR polices.
  • Submit Plans for revision in Employment Manual clauses in reference and compliance to Local Labor Laws
  • To make sure that HR department maintains high standards of confidentiality of information and sensitive files
  • Participate in recruitment processes and to perform staff selection process and responsible for the execution and timely finalization of this process. 
  • Monitor compliance of polices and represent in any legal matter or issues relating to litigation  
  • Supervise and monitor the preparation and maintenance of the payroll and human resources information data base
  • Ensures and responsible for the departmental work of compliance of all files, individual personnel files, consulting contracts, job descriptions, salary scales, grievances, notices and training plans and activities are properly maintained and updated in accordance to country employment manual and revised policies and guidelines   
  • Make sure that HR department maintained all important files related to external correspondence, contracts, litigation matters and appropriate subject files.
  • Make sure timely orientation and onboarding of staff members in close liaison with department heads and HR team members

Required Qualifications and Experiences

  • Master’s Degree in HR or relevant degree in management.
  • Minimum 7 years of experience in human resources management.
  • Well versed in rules and regulations and demonstrated working knowledge of USAID, regulations and experience of 3 years minimum with USAID funded projects in a similar capacity.
  • Experience of working with international organization/s and managing programs with fast-paced large portfolios
  • Demonstrated understanding of local labor law.
