Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) is a USAID funded project that aims to improve the ability of Pakistan’s commercial agriculture and livestock sectors to compete in international and national markets in four targeted product lines: meat, high value and off season vegetables, mangoes and citrus. AMD will act as a catalyst for development and investment in its targeted product lines by actively promoting cooperation and coordination amongst the value chain actors and ancillary service providers. AMD’s implementation strategy is underpinned by a strictly commercial and market driven approach with a clear focus on strengthening market access for its partner organizations, and supporting international marketing and sales efforts.

AMD encourages investments in its four target product lines through offering matching grants and technical assistance, and empowering stakeholders by developing synergies, upgrading and streamlining supply chains, providing technical assistance to optimize profit margins, and increase participation of women entrepreneurs, thereby helping make Pakistani meat, high value and off season vegetables, mangoes and citrus more profitable and competitive.

Objectives of Technical Assistance:

The beef industry in Pakistan is fragmented and the low quality and less quantity of beef per animal is produced based on old conventional methods. To establish the industry on scientific methods and approach the project specialist will provide technical consultancy to the backgrounders and feedlot farmers. The consultant will also link the field activities and report progress to the project office. The main objective of this assignment is to develop strategies for linking small holder farmers benefiting through AMD Artificial Insemination Program and other backgrounders in the community to commercial feedlot in South Punjab. The consultant will further oversee the project activities in these regions including training activities, feedlot association development and grant implementation.  

Assignment Scope:

The consultant’s tasks will include but not be limited to:

  1. To assist in implementation of cost share grant program of feedlot, backgrounding and breed improvement with selected private partners in Multan.
  2. To facilitate and oversee the BI grantee in implementation of AI program on standard Protocol.
  3. Technically support the establishment of the livestock disease free compartments in the southern Punjab through working in close collaboration with the provincial livestock department Punjab.  
  4. Assist in developing linkages of commercial feedlot and backgrounding farms assisted through AMD program to the small holder farmers in the cluster of nearby villages through multi-dimensional support activities.
  5. Identification and abetment of the local potential beef value chain stakeholders and Represent the project at different forums.
  1. Develop appropriate strategies to assist AI program beneficiaries in improved dam to calf management practices and further link them to backgrounders and feedlot for the sale of male progeny after weaning period.
  2. Technically oversee AMD Training program for feedlot farmers in the project area.
  3. Assist the feedlots to link with value added businesses for the marketing of their fattened animals.
  4. Assist in arranging different events, meetings, workshops related to integrated supply chain support to meat sector. 
  5. Any other tasks assigned by the COP or Chief Technical Advisor relating to design and development of the breed improvement and Feedlot intervention.

 

Deliverables:

The local STTA tasks will include but not be limited to;

 

  1. To provide technical consultancy to the feedlot and backgrounding farms preferably to those supported from AMD grant program on feedlot technical and farm feasibility, site selection and shed construction, animal selection and best cost feed formulation, animal health and fodder production and on marketing aspects of the feedlot.
  2. Work for the establishment of livestock disease free compartment zone in the southern Punjab.
  3. Ensure better adoption of best improved feedlot management practices by the feedlot farmers, who have already learned new feedlot production skills and knowledge through project trainings.
  4. Work on business linkage development activities b/w feedlot and value added business in the industry.
  5. Ensure the proper delivery and branding of the grant equipment’s to the grantees.
  6. Technically assist in the establishment and successful running of the project feedlot and backgrounding farms.
  7. Provide contextual based feedback and analysis of the constraints challenges and problems faced by the feedlot and backgrounders.
  8. Selection of potential feedlot farmers and backgrounders for the project workshops and trainings and oversee workshops and orientation session in the project area.
  9. Quarterly Beef feedlot data collection based on project key indicators against the technical and grants in-kind assistance provided by the project.
  10. Strive for the establishment and empowerment of the Feedlot business association. 

Knowledge, Skill and Ability Requirements:

The consultant should have:

  1. An advanced degree in the field of veterinary sciences
  2. Experience of having worked with commercial livestock organizations and livestock based development programs in south Punjab
  3. Sound knowledge of feedlot management, backgrounding and beef breed improvement
  4. Prior experience of working of consulting assignments with USAID or donor funded projects in Pakistan with a focus on development of the agribusiness value chain using an integrated supply chain approach, will be an advantage
  5. Excellent computer skills, particularly Word, Excel and Power Point
  6. Demonstrated ability to work in a team
  7. Demonstrated interpersonal and communication skills; and
  8. Documented excellent writing skills in English
  9. Knowledge of local languages will be an added advantage.
