Job Title: Provincial Managers (3 positions): Sindh, Punjab and KP

Reports to: Lead Programme Officer

Job location: Relevant  provincial capital


Introduction to DAI – AJPP Project:

DAI has been awarded the Accountable Justice in Pakistan Programme (AJPP). The four-year, £12 million, DFID-funded project will improve application of the rule of law by equipping Pakistani men, women, and children with the knowledge and capacity to hold key law enforcement and justice sector institutions to account.

AJPP will enhance the rule of law by 1) increasing the accountability and oversight of law enforcement and justice institutions, and 2) increasing engagement by citizens in legal reforms and legal empowerment, leading to a better informed citizen choice of justice mechanism. Working in three target provinces, AJPP will prioritize the engagement of women, girls, minority communities, and the poor in justice sector accountability reforms.

 

Scope of the Work:

Under the management and supervision of the Lead Programme Officer, the position holder is responsible for providing strategic direction to AJPP activities in Sindh, KP and Punjab respectively and ensuring subsequent project outputs are met to satisfactory quality and in a timely fashion

 

Job Responsibilities:

The Provincial Manager Shall:

  • Assist Lead Programme Officer in ensuring effective programme implementation to meet AJPP objectives.
  • Prepare monthly progress updates of plans, activities and grantees; and share these key issues with management for further actions.
  • Provide technical assistance to partners to ensure the quality of agreed deliverables and share with Project Management for further action.
  • Coordinate with partners and grantees for the mitigation of risk through engagement with the relevant stakeholder.
  • Convene monthly meetings of the Provincial Programme Coordination Committee. This also includes ensuring required documentation and minutes of the meeting.
  • Coordinate with M&E Manager in facilitating field plans and supervision of M&E Officers.
  • Facilitate AJPP leadership in engaging and developing partnership with key stakeholder including government, political parties, lawyers and media.
  • Represent AJPP at provincial level at various forums of other donor funded programme.
  • Participate in AJPP management and Quarterly Review Meetings.
  • Supervise Provincial Officers and field M&E Officers.

 

Qualification and Skills required:

Desirable skills:

  • Master’s degree in Public Administration, governance, law or equivalent.
  • Over 8 years’ experience of working on donor-funded projects in the RoL/ Justice sector.
  • Over 5 years’ experience of working on voice and accountability projects in Pakistan.
  • Familiar with working with DFID/ BHC as a donor client.
  • Very familiar with the provincial political, justice and governance context.
  • Good outreach to established stakeholders in the Justice sector (especially in relevant province).
