Background:

Microsoft and WV synergised their efforts to address un-employability among youth by enabling them to access range of free courses online, get access to job market, receive career counseling and first hand trainings on entrepreneurship. Based on the relations fostered in Year 2016, the project will continue to leverage partnerships to reach out to the unemployed/underserved youth. Over the next 12 months, the project will prepare low and medium income youth to participate in the workforce by helping them identify appropriate career pathways, enabling them to acquire right skills and ultimately become employed or engaged in self-leading to employment or entrepreneurship. In order to test the effectiveness of Youth Ready + Rozgar.Work Integration, a cohort of 12 Master Trainers will be developed. These cohort members shall roll-out Youth Ready + Rozgar.Work model in the selected target areas. On the basis of control group analysis, data for indicators measuring the increased skills and viability of youth to enter the job market and ability to acquire and retain jobs will be collected. The testing of the model, and evidence around it, will support WV Pakistan to move forward the Global Development Alliance (GDA) proposal, which was submitted to USAID in 2016 and currently under consideration.

Purpose of this Role:

The primary purpose of the position is to continue Microsoft Youth Employability Portal (Rozgar.work) and position for additional scale-up of the portal and partner services. This role will create the necessary evidence to support World Vision’s approach and make a case for World Vision’s efforts in acquiring grants geared towards youth workforce development in fragile states. The project will continue to leverage relationships & partnerships developed during the launch & implementation of Rozgar.Work in the year 2016. Amongst the other youth groups, Rozgar.work prioritize disadvantaged and marginalized youth, especially girls to participate training that allows them to choose appropriate career pathways, acquire relevant life skills and access mentor and employer networks in fragile context. Testing of integrated areas (like STEAM etc.) will enhance the effectiveness of girl’s engagement in the rural areas of Pakistan. This area has been of increased emphasis for USG donor entities especially through Countering Violence Extremism (CVE), INL, CMM, Education in Crisis, USDOL Combating Child labor and other funding tools.

KNOWLEDGE, SKILLS AND ABILITIES

  • Masters in Business Administration/Public Administration, MS in Economics or any related fields
  • Previous Success in advocating for government policies or investments
  • Experience in managing a project or programme
  • Experience in managing stakeholders especially government agencies
  • Success in the sales or acquisition of proposals
  • Ability to describe complex systems and make a persuasive pitch
  • Strong familiarity with youth employment, livelihoods training, or university education systems.
  • Documented success in leading a concept from design into implementation
  • Project design & planning skills
  • Fluent spoken and written English and fluency in spoken Urdu

Additional Work Experience

  • 5+ years of project management or international relief & development experience
  • 5+ years of working in the university, youth employment or education fields
  • 2+ years in relationship management, communications, or government administration
