PURPOSE OF POSITION

In order to develop positioning & acquisition strategies based on the World Vision Pakistan (WVP) national strategy, child well-being needs, and areas of funding availability, this position is expected to support donor engagement, program acquisition of the World Vision Pakistan (emergency and non-emergency programs). It includes coordination for strategic development of programs and strategic documents and processes in line with the World Vision Pakistan and Regional Strategies and Partnership Priorities.

Serve as the driver and initiator of proactive donor engagement in support of PDQ Manager.  Communicate & build strategic relationships with Support Offices, donors and partners regarding relief & development opportunities, communicating WVP’s strategic intent.  Work closely with the PDQM to build the WVP organizational profile and preposition WVP as a leading partner of choice for donors and Support Office/s in advance of funding opportunities. He/She will facilitate proposal development process in close collaboration with Program Development Team, Field Staff, Technical Leads and other in the development of winning grant proposals. 

Work collaboratively with the NO and Field teams and external stakeholders to develop winning proposals as per international, Pakistan and World Vision standards, and technical adherence to donor guidelines and strategies. For the contracted projects, he/she will coordinate documentation, and reporting of programme activities in Pakistan, assuring the quality and timeliness of appropriate interventions

Major Responsibilites:

Donor Engagement, Acquisition & Program Strategy

  • Work with WVP PDQ Team, and Senior Leadership Team and Support Offices, to map donor opportunities and develop acquisition & engagement plans.  
  • Provide strategic support in Consortium and development ally (implementing partner) formation, prepositioning and positioning.
  • Leads prepositioning for grant acquisition.  Develop relationships with Donor Agencies, WV Support Offices, the regional office, and WV Partnership Office colleagues in coordination with the PDQ Manager.

 Proposal Development (HEA & Development)

  •  Coordinator & Lead Writer for proposals:
  •  Facilitate the Go/No-Go Decision Process and Regional Risk Assessments for new funding opportunities
  •  Participate in planning of new project design concepts to assure proposals are competitive and aligned with the opportunity call. 
  •  Work with POs, HEA Response Manager, ADMs to identify key areas for future programme and projects identified based on needs of target communities and in  line with country strategy, AIP strategy and results of program/project evaluations.
  •  Support ADMs and POs to produce quality and timely development and submission of relevant HEA and AIP specific concept notes as well as concepts that could be scaled up with technical inputs from the technical advisors
  •  Ensure that HEA, TDI principles, and other relevant principles and standards (Red Cross Code of Conduct, SPHERE Standards and LEAP requirements) are adhered to in program/project design and implementation.
  •  Support for quality and timely development of  field offices focused/ included project proposals based on approved concepts

Documentation, Communication, Coordination

  • Support to POs and ADMs for quality and timely reports (quarterly, semi-annual, annual & Project Completion Reports reviewed/ commented, finalized and submitted.
  • Quality and timely donor and/or LEAP –aligned Quarterly, Semi-Annual, Annual, and Project Completion Reports
  • Build capacity of POs on technical writing for proposals and reports
  • Supporting area offices monthly and quarterly reviewing for effective implementation of approved grants
  • ensure reports are signed of by ADMs and include reference to monitoring reports, complaints and available evidence, 10%+/- variance and available evidences – ready for inspection
  • Participate in grant review meetings for relevant projects – looking at 10% +/- variance on GFR ITT BMT Monitoring reports evidence,
  • Provide pipeline updates to Snr Management and key WV support offices and the regional office with regard to grants and PNS as well as strategic opportunities in development (relief and early recovery- to be managed by surge capacity staff)
  • Ensure all operations and area managers are aware of donor engagement and support proposal design and development
  • Quality and timely development and submission of project briefs and reports (vis-à-vis program/project logframe)
  • Regular and timely feedback ( including written trip reports) on program/project implementation to PDQM, HEA Manager, Ops director/Manager, , ADMs
  •  Maintain and share a programs grant matrix and reporting schedule and upload final submitted reports to relevant databases.

HR Management

  • Support Interdepartmental relationships to support proposal development and buy in.


Knowledge, Experience and Skills:

  • Degree in  development studies or related field
  • 4-6 years relief and development field experience in the developing world
  • 3 years proven experience in program, project design and proposal writing; excellent understanding of logframe
  • Relevant experience in community development initiatives 
  • Significant proven experience in proposal writing, and integrated project design
  • Analytical and communication skills and creativity
  • Significant experience in a liaison  with Government departments, INGO and donor community
