Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) activity in Pakistan is a USAID funded project implemented by CNFA with the goal of supporting the development of Pakistan’s commercial agriculture, particularly through ‘Increased Economic Performance of Focus Enterprises’ to meet both international and domestic demand and requirements in targeted product lines in the Livestock, High Value Off Season Vegetables (HVOSV), Citrus, and Mango sectors. The program aims to create productive commercial linkages between agricultural producers and the private sector in the mango, citrus, halal meat, and high-value off-season vegetable value chains.

Position Summary:

This position will be based in Lahore and is open to Pakistani nationals only. CNFA is seeking applications from qualified candidates for Agricultural Market Development Program (AMD) in Pakistan. Under the guidance of Director M&E, the M&E Consultant will support in strengthening of Performance monitoring system, tracking indicators, maintaining database and program M&E activities. The consultant will also be required to assist in maintaining baseline and performance data relevant to AMD targeted value chains of High Value/Off Seasons Vegetables (HVOSV) and Feedlot.  The consultant will assist in managing primary data on key indicators through maintaining database regularly. The duties of the contracted consultant include:

  • Support in data collection and analysis to assess the impact of project activities;
  • Assist in conducting assessments and PMP indicators targeting, tracking and reporting according to USAID and CNFA standards;
  • Facilitate documentation and reporting of assessments, program data, lessons learnt and best practices for internal and external sharing;
  • Assist in updating the Projects Performance Monitoring Plan;
  • Produce, edit, and distribute regular project reports and updates to project management, HQ and USAID;
  • Engage in baseline data collection from the grantees
  • Baseline data entry for HVOSV and Feedlot interventions on excel sheets and on SPSS and maintain datasets;
  • Field monitoring and collection of qualitative and quantitative data related to performance
  • Maintain clean and fully labeled Database in Ms. Excel and in SPSS for the baseline study;
  • Provide support to maintain, update and manage data pertaining to output, outcome and impact indicators for the baseline study;
  • Assist in analyzing, interpreting and developing of the baseline study report for the HVOSV interventions;
  • Supporting quantitative analysis and visualization of data
  • Analyze and interpret qualitative and quantitative data on quarterly basis
  • Provide statistical support for quarterly, annual and other reporting requirements
  • Quarterly update and submit performance data on all key indicators with disaggregation
  • Submission of data set on Excel and SPSS
  • Facilitate and coordinate project activities and provide operational support to the project team;
  • Any other tasks assigned by the M&E director.

 Key Deliverables

 

  • Collection of baseline data for HVOSV and Feedlot interventions through defined Android based application
  • Submission of baseline data on excel sheets after thorough review, corroboration.
  • Submission and analysis of data in SPSS
  • Collection of performance data on quarterly basis and facilitate documentation and reporting of program data, lessons learnt and best practices for internal and external sharing;
  • Produce, edit, and share regular project reports and updates to project management.
  • Field monitoring and collection of qualitative and quantitative data related to performance
  • Submission of baseline study Interim report for the HVOSV and Feedlot interventions;
  • Analyze and interpret qualitative and quantitative data on quarterly basis
  • Provide statistical support for quarterly, annual and other reporting requirements
  • Quarterly update and submit performance data on all key indicators with disaggregation
  • Final report -. Must at the minimum include: a clear statement of the objective of the baseline study, assessment; a description of the program; a description of the methodology used for the qualitative and quantitative components; findings, interpretation of results and conclusions.
  • Presentations to share baseline findings with AMD team and partners.

Minimum Qualifications:

  • Pakistani national;
  • Master degree in social sciences or related field;
  • 3-5 years of experience in project monitoring and evaluation;
  • Experience in baseline studies, database development and management;
  • Excellent analytical, computer, and communication skills and proven track record of data management, analysis and reporting
  • Excellent computer skills (Word Processing, Excel spreadsheet, Power point);
  • Experience working with USAID and international donors required;
  • Excellent skills of data management and interpretation through SPSS
  • Strong interpersonal, verbal and written English communication skills.
