Project Description:

The USAID Training for Pakistan (TFP) project provides participant training and capacity development services that are uniquely specialized for USAID/Pakistan public and private implementing partners.  The primary purpose of TFP is to provide participant training and capacity development services to USAID/Pakistan’s contractors, grantees, and partners under the Government to Government assistance program. This Mission-wide program will supports all USAID sector teams interested in exchanges or training of host-country Pakistani nationals.

Job Purpose:

The Finance & Small grants officer reports to Director of Finance and Operations, and directly supervises a Finance and Administrative Associate. The Finance & Small Grants Office supports the Director of Finance and Operations in managing all financial aspects of the program, including: modifying the program budget; analyzing and accounting for program expenditures and compliance; and meeting financial reporting requirements. The Finance/Small Grants Officer also is responsible for the allocation, financial management, and financial reporting on small grants to project alumni.

Key Responsibilities:

  • Tracking and account for program expenditures; ensure compliance and proper financial management.
  • Manage process for program advance and reimbursement requests;
  • Work with World Learning DC office on transfer of funds and payments;
  • Support the Director of Finance & Operations on all of the financial reporting to the World Learning DC office and USAID;
  • Ensure compliance with USAID and WL regulations for all program activities;
  • Ensure all documents are readily accessible in a timely manner during the internal and external audit process;
  • Along with Director of Finance & Operations, respond to audit inquiries to eliminate any possible disallowed costs;
  • Supervise the Finance and Administrative Associate on daily tasks and provide guidance and training as needed;
  • Stay up-to-date with U.S. Govt. regulations on compliance issues, cost principles and audit. Participate in relevant capacity building events to enhance understanding of applicable federal regulations;
  • Assist DFO in ensuring that withholding taxes are deducted accurately and deposited in a timely manner.
  • Draft contracts and addendums with third parties and service providers.
  • Assist DFO in maintaining Designated Bank Accounts and other treasury related matters of the project.
  • Develop requests for proposals for alumni small grants and lead review and allotment process;
  • Track and prepare all compliance and regulatory requirements for the Government of Pakistan.
  • Ensure proper management and compliance of small grants activities; process reporting, fund disbursements, accounting, and reporting.
  • Review and analyze small grants financial and narrative reports.

Key Qualifications & Experience:

  • Five years of practical experience in working with USAID or other donor-funded training and development programs, in a finance capacity;
  • Relevant postgraduate degree;
  • Strong computer skills (word processing, quick books, spreadsheets, databases and presentations).
  • Strong interpersonal, coordination, and project management skills.
  • Strong written & oral communications.
