Background of the Project:

The Asia Foundation is implementing a project on “Enabling Environment for Minorities to Participate in Electoral and Political Processes in Pakistan” with the support of the Embassy of Federal Republic of Germany to empower minority citizens to participate effectively at the grassroots level in the electoral reforms processes in Pakistan. The project will target 10 districts across Sindh and Punjab, which include Lahore, Faisalabad, Nankana Sahib, Chiniot and Khanewal in Punjab; and Jacobabad, Umerkot, Larkana, Karachi, and Tharparkar in Sindh. The project will work at the grassroots level to establish Village Action Groups (VAGs) and District Action Groups (DAGs) in targeted districts to better mobilize the local communities to participate in the electoral and political processes.  

The goal of the project is to increase the participation of minority groups in electoral and political processes. To this end the project is designed around the following three objectives:

  • Build the capacity of minority parliamentarians to better represent their constituencies.

  • Empower religious minorities to exercise their right to vote in the 2018 federal elections.

  • Build the capacity of youth councillors in districts with significant religious minority populations to alleviate the hardships of religious minorities.

2. Purpose and Scope of Work:

This EOI is seeking a Consultant for development of a curriculum and provision of trainings to youth and minority councillors from Punjab and Sindh. The curriculum will be designed to guide the youth/minority councillors in effectively adopting their role, and will cover themes cover themes like judiciary, legislatures, local government, Pakistan’s international commitments and obligations, the legal framework for minorities, and challenges faced by minority women. The trainings will be focussed on providing youth/minority councillors with constitutional literacy pertaining to human and citizenship rights of minorities, civic education and participation in council meetings, local administration structures, and their responsibilities vis-à-vis minorities. Through the training, youth and minority councillors will be prepared to effectively take up the issues of minorities within their constituency and rolling out strategies to support the enabling environment for minority citizens to participate.’

 

The Consultant will be required to undertake the following activities:

 

Designing of Curriculum: The consultant will develop two sets of curriculum to guide the youth/minority councillors in effectively adopting their role. The curriculum will cover the following themes:

  • Local Government and Legislatures

  • Judiciary and Legal Framework for Minorities

  • Pakistan’s International Commitments and Obligations

  • Youth and Civic Participation

  • Government Accountability to Minority Citizens

  • Democratic Governance

  • Equality and Justice for Minorities.

Trainings of Minority Councillors: The consultant will conduct two day training of minority councillors in Lahore and Karachi.  The training sessions will follow the curriculum developed under this assignment.

Trainings of Youth Councillors: The consultant will conduct two day trainings of youth councillors in Lahore and Karachi

3. Deliverables:  

·         Two sets of training content/curriculum covering the topics mentioned above.

·         Delivery of two trainings of two days each for the minority councillors in Lahore and Karachi.

·         Delivery of two trainings of two day each for the youth councillors in Lahore and Karachi.

·         Submission of reports for all trainings conducted.

 

4. Experience and Requirements:

·         Master’s degree in a social science field (political science, sociology, mass communications etc.).

·         Extensive work experience and proven record in the relevant field with International NGOs and/or government.

·         Experience in designing curriculum related to local government, youth development, and minority rights.

  • Extensive experience in training design and delivery of sessions to large groups.

  • Excellent command of oral as well as written Urdu and English.

5. Duration of the Assignment:

The consultancy should not extend for more than 20 days, spread over a period of two months.

 

6. Application Information:

The EOI should be sent in a sealed envelope with two inner sealed envelopes (one envelope with technical and the other with financial). The technical part should include: 1) plan/strategy for undertaking this assignment, 2) a clear and concise work-plan 3) detailed profile of the Consultant, and 4) samples of similar work done in the past.
