Project Description:

The USAID-funded Pakistan Reading Project (PRP), implemented by the International Rescue Committee (IRC) and its partners (Creative Associates International, World Learning, and Institute of Rural Management), is a five-year project with the objective to support the provincial and regional departments of education (DoE) throughout Pakistan to improve reading skills of children in grades one and two. The project aims to achieve this goal through three distinct but interrelated components that work in synergy to affect the quality of early grade education: improved classroom learning environment for reading, improved policies and systems for reading, and community based support for reading in Pakistan.

 

Reporting & Supervision:

The Security Officer reports to the Security Coordinator.

 

Primary Responsibilities:

  • Track all project vehicles and staff  travelling in filed, data entry of every vehicle on travel (daily basis)
  • Compiling Hourly Mission Reports / incident reports
  • Ensures that the PRP travelling staff is following the right route and timings during the travel mentioned in the approved TR (Travel Request).
  • Provides first response in the event of an incident, liaising with and coordinating all necessary assistance from appropriate authorities - medical, fire, police, militia, ambulance etc.
  • Record keeping of all essentials / emergency contact number and SOPs
  • Maintain filing / record keeping of the Security Department
  • Operating computer based vehicle tracking system
  • Emergency response / information sharing in case of any emergency
  • Periodic checks with all guard posts and reporting of any violation.
  • Monitoring CCTV inputs and generate reports and response accordingly
  • Monitoring (and conducting tests as needed) of alarm system and Public Address system that will be utilized to inform staff during emergencies in all project offices.
  • Watching media sources and sending security updates to all project staff through SMS or email alerts following approval of supervisor.
  • Reporting security violations to supervisors.
  • The security officer will act as security focal point for liaison with police as and when required.
  • Any other task assigned by Coordinator Security/Security Focal Point.
  • Travel requirements: 20% - 30% in field or as required

 

Required Skills & Qualifications:

  • Bachelor degree in a relevant discipline or equivalent combination of education and work experience
  • 2-3 years of progressive relevant experience required preferably in INGO security management, networking and administration;
  • Excellent knowledge of the  areas of operations and security environment of Pakistan
  • Good analytical skills and stable/calm demeanor
  • Demonstrates capacity to work under pressure/stress
  • Sufficient personal character to engender a compliant security environment with international and national staffs.
  • Demonstrates capacity to work in a team and work in a collaborative manner with the rest of the project team.
  • Ability to manage third party security contracts.
  • Ability to handle difficult and even dangerous situations rationally and with a cool head
  • Fluency in both written and oral English and Urdu is essential.
  • Ability to effectively use general office use computer programs and presentations
  • Excellent understanding of communication equipment usage
