FOR COMMUNITY THEATER

Terms of Reference for Hiring of individual Consultant for Community Theater on DRUG ADDICATION ISSUES AND ITS NEGATIVE IMPACT ON YOUTH

 

Introduction of Taraqee Foundation:

Taraqee Foundation, a national level NGO, registered with Security and Exchange Commission of Pakistan (SECP) under the Company’s Ordinance 1984 and engaged since 1994 in different development sectors of Balochistan i.e. Health, Education, Environment & Infrastructure, Livelihood and emergency response.

 

Background Information and Rationale:

Taraqee Foundation has engaged with PPAF in implementing a project on Institutional Development in UC Saddar Muslim Bagh of district Killa Saifullah from March 2015.  The project is mainly working with communities in five different areas i.e. Social Mobilization, Health, Education, Community Physical Infrastructure and Livelihood.  The first phase of the project was purely on community mobilization and involving community to form Community Organizations (COs), Village Organizations (VOs) and Local Support Organization (LSO).  Each CO will be formed by involving 15 – 25 household members and their office bearers will move further to form VOs and LSO.  The community institutions also finalized their Village Development and Union Council Development Plans to identify their needs and its solutions.

The second phase of the project was initiated by meeting the requirements of Village/UC Development Plan.  It was discovered that community institutions has to be aware with several social aspects which will support in resolving many other social matters.  Currently the third phase of the project has been initiated which is the extension of second phase activities.  One of the activities is designed for community members to get aware on drug addiction issues and its negative impact on youth through theater program so that they can understand the importance of drug free society for the better development in any area.  The theater will be organized for the natives of the area including CO/VO/LSO members, teachers, health professional, officials from different departments, notables, etc…  Taraqee Foundation is intended to hire an individual consultant to write a script, arrange team, conduct rehearsal and deliver theater.

 

Specific Objectives:

1. To advocate the community and other stakeholders on drug addiction issues and its negative impact on the youth.
2. To understand the importance of healthy society in socio economic development of any area.
3. To understand the role of youth, elderly, women, notables and government departments to maintain drug free society.

 

Scope of Work:

The consultant will design the entire theater/play of 30 to 40 minutes by involving different characters representing local context to meet the above mentioned objectives.  Consultant will prepare its script and reconcile with Taraqee Foundation that the objectives are met.  The medium of language for theater will be Pashto primarily, meanwhile script will be provided in Urdu and Pashto.

The consultant will do rehearsals before actual program in the presence of representative of Taraqee Foundation.  Consultant will have to manage his/her transportation to Muslim Bagh along with team members.  Any particular costume required for any character will be the responsibility of consultant and TF will not pay any extra charges.  Food and other logistic arrangements will be done by Taraqee Foundation.

 

 

Eligibility of a Consultant:

• Must have Diploma/Degree in Mass Communication, Media, or any other relevant subject.
• Must have 5 years of experience in working with social development sector.
• Must have 3 years of experience in conducting theaters and role plays.
• Must have 3 years of experience in imparting theaters on drug addiction issues.
• Excellent report writing and presentation skills.

 

Deliverables:

• Script in Urdu and Pashto.
• Rehearsal video of theater recorded in CD.
• Actual video of theater program recorded in CD.
• A brief report by mentioning learning from the theater.

 

Contract Duration:

The assignment will be completed within 30 days after signing of agreement including report submission and other related documents.  Expected dates of training will be communicated later by TF.

 

Budget and Payment Schedule:

• Consultant will quote the budget in Pak Rupees for his/her services.
• Agreed amount will be paid 100% after completion of activity and submission of script and report.
• Applicable taxes will be deducted at source i.e. 10% from filers and 15% from non-filers.

 

Selection Method for consultant:

Selection of consultant will be finalized after scrutiny on the basis of following criteria:

1. Qualification (20 Marks)
2. Total Working Experience (20 Marks)
3. Experience in conducting theaters (20 Marks)
4. Experience in relevant subject i.e. drug addiction issues and its negative impact on youth (20 Marks)
5. Report Writing and Presentation Skills (20 Marks)
