Trainer Required for School Management Training - Consultancy

 

Location:                     CRS Quetta Office and Office of CRS partner (SCSPEB) in Quetta

Duration:                    14 working days in August - September 2017

 

Context:

Since October 2016, CRS and its local partners have been implementing a three-year Education, Livelihood and Protection (ELP) project for the Afghan refugee population in Quetta. Through this project, CRS and its partners are offering an integrated package of services that meet community needs: high-quality educational opportunities for children, skills development programs for women, and GBV response services. CRS is also mobilizing Afghan refugee and host communities to actively support children’s right to education and the prevention of GBV.

The education arm of this project aims to improve access and quality of primary education in seven schools in three communities in Quetta district of Balochistan province. The project works with primary school teachers in 7 private Afghan refugee schools to improve their skills and capacity in child-centered teaching techniques and the Joyful Learning approach through trainings, mentoring visits, and peer group work. CRS and its partners intend to organize three 3-day trainings for school management committees and school directors in the coming months covering effective school management practices.

 

Overview of the Consultancy:

CRS is looking for a consultant to deliver a training session on effective school management and mentoring/supervision of teachers for the school management committees (SMCs) and directors of 7 private Afghan primary schools in Quetta.  Four of these schools operate in Dari and three in Pashto. The consultant will review the guidelines on prioritized content provided by the CRS Quetta education team and will develop three 3-day trainings in accordance with these guidelines.  The consultant is expected to use an interactive, engaging training style based on the principles of adult education.  To successfully complete this assignment, it is essential for the consultant to be able to conduct the training primarily in Pashtu.   Training topics will include: Leadership, Budget Planning, Facilities Management, Human Resources, Child Protection, Record Keeping and Strategic/Long Term Planning. 

 

Training Methodology:

The training should be interactive and participatory based on adult learning principles. There should be a mix of lectures, exercises, group work, practical examples and practice in a controlled environment.  The language for workshop materials and facilitation is desired to be Pashtu.

 

Consultancy Objectives:

  • To prepare for the teacher training by reviewing CRS-developed guidelines and by coordinating with CRS staff in advance of the training regarding presentation style and training methodologies (1 day).
  • To review the training agenda (outline) for three 3-day trainings, and finalize developed facilitation guide in accordance with the guidelines and prioritized content (3 days).
  • To deliver three 3-day trainings on effective school management and teacher supervision for school management committees and primary school directors from seven private Afghan refugee schools in Quetta (9 days).
  • To submit a detailed narrative report on the training with his/her recommendations after completion of the training (1 day).

 

Specific Activities/Tasks to Be Carried Out:

  • The CRS team will provide a detailed orientation of the consultancy assignment and expectations for training style and methodology.
  • The consultant will be expected to familiarize himself/herself with best practices for adult learning recommended by CRS.
  • The consultant will be expected to create a training agenda that meets SoW guidelines - including duration of training and prioritized content.
  • The consultant will be expected to share the resources and meet (in-person or Skype) with the project team one week in advance of the training to finalize the training resources and review the training plan.
  • The consultant will be expected to incorporate CRS staff feedback to the draft training materials. 
  • The consultant will carry out the three 3-day trainings per established training plan and using the defined resources.

 

Deliverables:

  • Training agenda and guide outlining sessions and activities to be used
  • Packet of materials for directors and SMC members with information from the training for their reference and future use (eg summary of practices, list and brief description of supervision activities presented)
  • Final report submitted to the CRS Quetta education team, including consultant’s assessment of the success and relevance to the directors/SMCs of each training module, consultant’s assessment of directors’ and SMC members’ participation and potential to implement techniques taught, and feedback from participants at the end of the training

Consultancy Specifications:

  • The consultant must work from Quetta during the period of the training.  The preparation work can be completed in Quetta or remotely, with regular communication with CRS Quetta staff.   
  • All materials developed during this consultancy will remain the property of CRS Pakistan. The consultant shall not reproduce these materials or documents in any way for distribution, press release, publicity or use as a publicly distributed material.

  • Certificate of Bachelor ’s degree in Education (B.Ed.)

 

Compensation:

  • The consultant will be compensated with a lumpsum amount upon completing the teacher training and submitting all deliverables identified.
  • The consultant will be responsible for his/her travel to Quetta and his/her daily expenses like meals, accommodation and travel to the CRS Office in Quetta.  During the period of the training, travel from the CRS Office in Quetta to the training location will be provided by CRS.
