Job Summary

This position is responsible for managing the District Senior Site Engineers. At the district level the Engineering team will be collating information in a specified report format which will be reported up to the Provincial Construction Supervision Manager who will in turn report this to the CPMU infrastructure team; progress will be managed through an MIS. In addition to progress monitoring the District team will also technically manage the process for variation orders in the contract but this will be reported centrally for financial approval. This position shall monitor and verify the works of the senior site engineers, providing technical assistance and other capacity building interventions, reduce capacity gaps by interfacing with School Support Teams, School and Community Councils, Contractors and Provincial Team colleagues.  In addition, this position will manage the resources of engineering staff at district level and distribute as necessary for the program needs.

Technical Lead Role

  • To perform the role of the Technical Lead for the SST’s in their assigned province.
  • To proactively ensure the veracity of all approved inspections through the critical analysis of each one in the MIS.
  • To mentor SDE’s & Provide technical guidance to the DMs & SDEs as and when required and to escalate (without any delay) any issues that he/she needs support from CPMU on.
  • To Ensure that all support request from district to CPMU are routed to appropriate personnel and to facilitate the resolution of such matters through rigorous follow-up with the concerned.
  • Perform any other task assigned by supervisor.

Monitoring Technical Performance

  • Track Non-Conformance Reports and ensure the resolution of issues emanating from the NCR.
  • Monitor District & Contractor Level Progress, identifying trends and construction related challenges to the Programme and then proposing solutions to District & CPMU Infrastructure Teams.
  • Monitor and evaluate the number of inspections, the quality of inspections entered in the MIS and to suggest to the DMs and SDEs actions required to ensure Infrastructure KPIs are met.
  • Monitor all approved Inspections conducted by the District Engineer (DE) using the MIS Dashboards and random field visits (if necessary) . 
  • During any site visit the field visits the CSM will ensure that the status of the school in MIS reflects the current status and that the construction records are maintained on MIS and at the site.
  • During the site visit, the CSM will check to see that monitoring and enforcement of the widespread use of PPE.
  • To ensure the resolution of all school related issues coming out of the MIS Inspections, in collaboration with the DM & CPMU Project Manager e.g. resolution of Failed Inspections and addressing of delays.

Correspondence and Communication (Internal/external)

  • Effectively communicate and report ANY and ALL issues that cannot be solved at the District Level, to CPMU, as and when support is required. 
  • Participate in a MANDATORY weekly conference call with each District Team.

 Contractors’ Performance Evaluation

  • Assist in the pre-award due diligence procedures of contractors.

Miscellaneous

  • Any other as directed by the functional or the line manager

Minimum Experience Required

  • Minimum 15 years of experience in site management of multiple sites at various management levels
  • Previous work in managing the building of infrastructure, such as schools and hospitals etc.
  • Experience of leading teams of over 100 staff in various locations
  • Understanding of local community and related cultural sensitivities
  • Understanding and experience of implementing procedures and ensuring teams are compliant with these procedures.

Minimum Qualifications and Knowledge Required

  • A relevant BSc in Civil Engineering, preferably a MSc/PMP/MPM including modules in construction management;
  • Registration with PEC
  • Written and spoken English as well as local language(s);
  • IT Literacy: ability to use cloud based construction management system.
  • To use M’soft Word, Powerpoint and Excel at an intermediate level plus use of Smartphone / tablet applications.
