JOB PURPOSE: The incumbent will be responsible for the overall economic empowerment initiatives at the Foundation. The position has to two primary objectives. Firstly, to initiate and manage interventions that provide direct economic benefit to its target beneficiaries, particularly women so that the additional income is both sustainable and allows them to provide a better quality of life for their families. Secondly, by linking with businesses, financial institutions and consumers expand and develop these interventions into viable social enterprises that ensure economic sustainability of their beneficiaries and contribute to the long-term sustainability of the Foundation’s work. 

Main Responsibilities & Tasks:

  1. A.    Conceptualize, design and manage the implementation of HF’s Enterprise Development (ED) programs
    1. Undertake a comprehensive review of HF’s current ED programs.
    2. Develop appropriate project proposals based on local needs and opportunities.
    3. Lead program planning, budget preparation, and its effective management.
    4. Identify critical and emerging trends and issues and implement corrective measures in a timely and inclusive manner.
    5. In coordination with the relevant department conduct research and write papers for publication in the areas that are relevant to the growth of ED programs.
    6. Develop and manage strategies to address training needs of the communities identified within ED programs.
    7. Interact with key community leaders and local govt. officials to promote ED programs in the target areas.
  1. B.    Social Enterprise (SE) Development
    1. Assess the opportunity for and potential of existing and new ED programs for progression into social enterprise (SE).
    2. Identify new markets with the view to expanding and increasing scale and sustainability
    3. Develop, design and present for approval business plans, models, and strategies for SEs.
    4. Assist the Program head in securing necessary external financial and technical resources required for SEs.
    5. Lead and manage the operationalization of approved plans, strategies for SEs.
    6. Oversee and promote HF and its SE brands
    7. Ensure financial sustainability of SEs in terms of efficiency and healthy surplus to cost ratio.
    1. Ensure effective implementation of existing revenue generation projects (MSA and others).
    2. Oversee the management of quality and consistency of supply and value chains.
  1. C.    Management Functions
    1. Supervise and provide leadership to ED staff at the core and regional offices.
    1. Ensure internal controls and documentation of the ED programs including SEs for timely and effective management.
    2. Comply with policies and procedures of the HF.
    3. Identify the training needs of the program staff and address them.
    4. Identify and evaluate the risks associated with each project activity and take/ recommend appropriate mitigating measures.
    5. Develop and oversee the implementation of challenging but realistic objectives and targets for each program.
    6. Contribute to the decision-making process of the Executive Management Committee of HF and work as a team member
  1. Networking and Linkages
    1. Represent ED program within and outside the organization.
    2. Develop and sustain market links for current and future ED programs
    3. Develop linkages with similar organizations for experience sharing and learning
    4.  Network with local, national and international entrepreneurial entities.
    5. Contribute to HF’s PR and external communications

Essential Experience, Skills, and Competencies

  • A panache for and direct experience of enterprise development gained within either the profit or not for profit sector.
  • A strong and demonstrable understanding of how to identify, develop and expand markets for products that have strong social capital. 
  • Ideally five-year (5) or more years of relevant experience preferably some of which will have been in the NGO sector.
  • An experience of being able to manage human and financial resources is critical to this post.
  • An understanding of the current public and private funding trends/priorities in relation to economic and social enterprise development.
  •  Demonstrable experience of successfully developing programs and securing funding (private and or public).
  • Proven experience of donor liaison, reporting, and negotiations.
  • Must have proven experience of strategic and economically viable business plans.

  • Written and verbal communication skills in English and Urdu.
  • Strong management skills (staff, finance and time) required to meet tight deadlines.
  • Proven ability to analyze complex data and interpret and synthesize qualitative and quantitative reports and financial information.
  • Good IT skills to include Excel, Word, and use of databases.
  • Excellent negotiation and networking skills.

Qualification Requirements:

Ideally a Business Graduate with post graduate qualification in Finance, Economics or Social Sciences.
