Chemonics seeks an IDIQ Manager/Senior Team Leader for the anticipated USAID-funded Pakistan Capacity Development Services (PCDS) IDIQ. The IDIQ Manager/Senior Team Leader will be responsible for technical leadership and provide administrative oversight of the implementation of task orders under the PCDS IDIQ. S/he will serve as Chemonics’ principal liaison to USAID. The ideal candidate will be a dynamic individual and seasoned director, able to work effectively with individuals and stakeholders from the government, not for profit, and private sectors, and experienced in fiduciary assessments, capacity development and systems improvement to strengthen local institutions. A Chartered Accountant Certification (CPA, ACCA, CA) or equivalent is required.

Working with the Government of Pakistan, non-governmental organizations, and the private sector, the purpose of PCDS is to support the civilian government’s capacity to meet the needs of its citizens by increasing institutional capacity and strengthening internal controls, financial management, and absorptive capacity in the areas of education, stabilization, health, energy, and economic growth and agriculture. Hire contingent upon successful award of the IDIQ and resulting Task Order(s).

Responsibilities

  • Lead task order activities and coordinate efforts of team members on a day-to-day basis, ensuring that work adheres to quality standards and is achieved by task order deadlines. This includes providing management or technical expertise in areas such as institutional capacity assessment, capacity building and systems strengthening, risk management, and compliance;
  • Oversee program administration, implementation, and financial management for individual task orders;
  • Report regularly to USAID and Chemonics headquarters, providing timely updates of all situational and program developments;
  • Ensure that reports and other program deliverables are timely and of high quality;
  • Manage and supervise team of local and international staff and consultants;

Requirements

  • Chartered Accountant Certification (CPA, ACCA, CA) or equivalent;
  • At least 10 years of relevant professional experience in organizational strengthening or a related area; including experience designing programs with organizational strengthening focus plus conducting organizational strengthening analyses (mapping);
  • Minimum three (3) years of experience with USAID contract procedures, regulations, and policies;
  • Experience in the management of audits, organizational risk assessments, and project management assessments;
  • Experience in the implementation, management, and use of sound, effective, transparent, and accountable systems for the management of public funds;
  • Demonstrated ability to lead a team of technical, management, and administrative professionals.
