Background

CRS has been operating in Pakistan since 1954, primarily supporting disaster preparedness and emergency response, while also facilitating the transition to early recovery and development programs in shelter, WASH, livelihoods, refugee protection, and primary education. 

 

CRS/Pakistan’s current programming focuses on

(i)                  Emergency Preparedness, Mitigation, Response and Recovery

(ii)                Promotion of enrollment, attendance, and quality primary education for girls and boys,

(iii)               Protection and Legal assistance to Afghan refugees

(iv)               Partner capacity building. 

 

CRS/Pakistan maintains three offices in Islamabad, Quetta, and Tharpakar, and provides support to a network of more than eight local organizations across Pakistan.

 

Since 2010, CRS/Pakistan has been working together with local partner organizations to promote community engagement for improved protection of vulnerable persons, particularly for women and survivors of GBV, in Quetta.  Strategies include the engagement of community leaders in promotion of education and livelihoods opportunities for girls and women, as well as capacity building for community leaders and service providers in GBV principles. 

Primary Responsibilities

Under the supervision of the Senior Program Manager for the Education, Livelihoods, and Protection program, the Project Manager for Protection (GBV) will primarily be responsible for working the CRS and partner staff to promote the high-quality implementation of protection interventions in Quetta, including activity design and planning, implementation and reporting, regular review and improvement of activities and strategies, staff supervision and coordination.   

 

 

Specific Responsibilities

 

Program Planning and Implementation (30%)

-          Contribute to the design and development of new activities and the drafting of new proposals, drawing on Propack and other agency resources.

-          Draft budgets for relevant activities, including materials and support costs.

-          Support the design and facilitation of participatory processes between CRS and partner staff to develop annual DIPs for protection activities in line with project proposal.

-          Coordinate with partner staff to ensure the development of effective and efficient weekly and monthly activities plans in line with the annual DIP.

-          Support partner staff in the implementation of project activities according the project proposal and relevant plans.

-          Coordinate participatory tracking of progress against weekly, monthly, and annual plans, and the identification of challenges and possible solutions to promote timely and effective implementation of activities.

-          Ensure the timely submission of and follow up on requests for support from operations teams, including procurement (PRFs, POs, WOs), admin (DRFs), supply chain (transfer of materials), HR (PRFs).  

Monitoring and Reporting (30%)

-          Coordinate the implementation of monitoring activities and processes according to the project’s Detailed Implementation Plan and Monitoring, Evaluation, Accountability and Learning (MEAL) system.

-          Compile timely, accurate, and evidence-based internal reports on project achievements and progress toward indicators.  Support the drafting of success stories as requested. 

-          Support beneficiary accountability and participatory approaches throughout the program cycle.

-          Support the design and implementation of assessments and identification of gaps or opportunities for improvement in program quality and impact.

Technical Support and Program Quality (20%)

-          Ensure partner staff fully understand the project strategy and activities, and have the capacity and resources required for quality implementation.  Under supervision of the SPM, develop and implement strategies for strengthening partner capacity for project management and technical implementation. 

-          Support the use of monitoring data to inform project decisions.  Coordinate regular (quarterly) participatory reflections on project performance.  Make informed recommendations based on: key findings, trends, comparisons between sub-groups, and by making explicit important assumptions.

-          Participate in monthly financial reviews (BCRs), and contribute to the cost-effective management of the project and agency resources.

-          Promote the integration of agency and industry standards and best practices (Sphere, Propack, etc) in protection activities.

-          Participate in broader conversations at the Country Program for the strategic improvement of protection activities in particular, or project management more generally. 

-          Participate in local sectoral coordination meetings as requested. 

Staff Supervision and Leadership (20%)

-          Provide high quality supervision to the Protection Project Officer and Community Engagement Project Officer

-          Using the CRS Performance Management System, set clear, consistent, and high standards for achievement, ensure that direct reports have the support and resources needed to meet those expectations, and recognize and encourage individual and team accomplishments. 

-          Provide timely and thoughtful coaching, feedback, performance evaluation, and professional development for all direct reports.

-          Identify strategic needs and connect staff to opportunities for professional development and staff capacity building.

Qualifications:

-          Master's degree in international development or related field.

-          Minimum 2 years of directly relevant professional experience in CRS or a similar organization.

-          Strong capacity in project design, project management and MEAL.

-          Demonstrated success in teamwork, staff supervision & development and partner institutional capacity building. 

-          Excellent communication skills, fluent in English (high standard of spoken and written English essential to job performance);

-          Strong computer skills: Word, Excel, Outlook, PowerPoint.

-          Ability and willingness to work and live in diverse, challenging and potentially unstable environment.

Physical Requirements/Environment:

The posting will be based in Quetta, Balochistan.  Candidates should be willing to live and work in Quetta, and to make regular visits to the field for implementation of activities.
