Job Description:

A stable and prosperous Pakistan is a top priority in international development efforts of the UK Government. Empowerment and voice of women, girls and marginalized social groups is vital for these efforts to succeed. Therefore, enabling them to articulate their needs and influence legislation, policies and practices which affect them is at the heart of the UK’s development assistance. Better access to reproductive, maternal, new-born and child health and nutrition is an important entry point to achieve this objective.

Pakistan is off-track to achieve the health Millennium Development Goals (MDGs). DFID Pakistan (DFIDP) therefore is focusing on reproductive, maternal, new-born and child health (RMNCH) including nutrition to support effective implementation of health sector strategies that will lead to achievement of the health MDGs. DFIDP has signed a Memorandum of Understanding (MOU) with the Government of Pakistan on Provincial Health and Nutrition Programme (PHNP) to achieve RMNCH and nutrition results in Punjab and Khyber Pakhtunkhwa provinces over four years (2013 to 2017).

These TORs relate to a role on one of the components of PHNP programme - Empowerment, Voice and Accountability for Better Health and Nutrition (EVA-BHN).

EVA-BHN is a four-year project, primarily focused on the ‘demand side’ of RMNCH services and will complement the ‘supply side’ activities under the broader PHNP framework through:

  • Enhancing Communities’ understanding of their health rights, entitlements and engagement in monitoring the planning and delivery of services
  • Facilitating opportunities at all levels for citizens and civil society to engage with duty bearers to hold them to account for the delivery of services
  • Innovative & out-of-box solutions for supply and demand of RMNCH and nutrition services

PHNP’s mid-term review conducted in March 2016 recommended strengthening of BCC component across the programme and advised EVA to include this aspect within its work streams in addition to focusing on citizen rights and entitlements. Subsequently, EVA has adapted a social and behavioral change communication (SBCC) strategy in order to influence care giver’s knowledge and ultimately their practices, using different mediums. The strategy aims to support SBCC initiatives under the broader PHNP framework and will use the 360 Degree Approach to the extent that is applicable to the projects existing scope and reach. To this end, the SBCC activities will be implemented at five levels as:  1) interpersonal/group level communication, 2) community/key influencer’s level communication, 3) mass/digital media level communication, 4) advocacy level communication for institutionalization of best practices with duty bearers and decision makers, and 5) Capacity building level initiatives.   

Overall Responsibility of the Position:

The Provincial BCC coordinator will responsible to plan, oversee and support the effective implementation of Social Behaviour Change activities at community level The incumbent will proactively engage and capacitate existing community groups and other relevant stakeholders for wider dissemination of the key messages. In addition to the primary role of implementing interpersonal/group SBCC activities at the community level, the incumbent will work closely with CCPP and Accountability/Advocacy counterparts to support the implementation of SBCC activities under the 360 degree campaign at all five levels..   

 

Specific Tasks

  • Provide technical support and guidance for the implementation of SBCC (Social Behaviour Change and Communication) Level 1 activities at community level in all EVA target districts in the respective province .Ensure the effective implementation of Health promotion activities in the target districts including working with the health promoters and Community groups to disseminate key health messages.
  • Assist the BCC Specialist and CE Managers in adapting/developing IEC materials for health and nutrition related SBCC level 1 activities
    • Adapt/develop the training packages in close collaboration with the BCC specialist and Community empowerment and Media team 
    • Organize and facilitate training for Health promoters on key health n nutrition practices curriculum.
    • Train project staff on the use of IEC material and health/nutrition education methodologies
    • Organize health and nutrition weeks  through the network of health promoters, community groups and the involved stakeholders at district and provincial levels    
    • Collate  data with  regard to dissemination of key health messages and  establish data flow and feedback mechanism 
    • Develop monthly and quarterly reports for onward submission  CE Managers 
      • Collaborate with concerned counterparts at CCPP and A&A programme streams for effective implementation of SBCC activities at all five levels
      • Ensure strong coordination with the governmental counterparts as and when required.
  • Performing any other tasks as agreed with the CE Manager

 

Reporting Line  

The BCC Coordinator will report to the CE Manager along with technical reporting to the BCC Specialist

 

KNOWLEDGE AND EXPERIENCE: 

  • Master’s Degree in Public Health/social science or a related field.
  • At least 5 years of Experience working in health promotion in the community
  • Ability to develop training packages, tools and manuals and facilitate trainings on technical areas for staff and general communities 
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members. 
  • Ability to work to deadlines and under significant professional and environmental pressure;
  • Computer competency with spreadsheets, databases and word processing suites;
  • Ability to develop efficient systems to manage databases used for programme planning and implementation.
