Project Summary:
In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.
Position Summary:
MSI is seeking a Data Analyst for the performance monitoring of USAID’s Development Objective (DO) 5 (Health) activities. USAID’s Maternal and Child Health (MCH) flagship program is comprised of five interrelated components: Family Planning/Reproductive Health (FP/RH), Maternal Newborn and Child Health (MNCH), Health Communication, Health Commodities and Supply Chain, and Health System Strengthening (HSS). Several national and international public health organizations implement these individual programs.
This monitoring assignment will focus on verifying and validating four key activities within DO 5 and provide an independent perspective of DO 5 activity performance. The monitoring will begin on or about July 1, 2017 and continue for approximately three years. The Data Analyst will be part of a team comprised of MSI staff and contracted specialists.
Responsibilities:
- Participate in a Team Planning Workshop (TPW) in Islamabad/Karachi to understand the monitoring purpose, MNCH program, and monitoring methodology.
- Assist during the TPW to develop data collection instruments, and data collection and analysis plans.
- Conduct key informant interviews (KIIs) with stakeholders which may include government officials and activity beneficiaries.
- Take comprehensive notes during interviews and transcribe and translate the notes into well written English documents, in accordance with the required format.
- Amend/improve translations in line with feedback provided by the monitoring team.
- Clean, code and analyze the data as per the instructions of the assignment manager.
- Complete a daily online tracker to update the assignment manager of the completed work.
- Coordinate and liaison with the implementing partner’s activity managers, government counterparts and representatives of various DO 5 committees.
- Coordinate with the field researchers and keep track of their data collection activities.
- Develop and manage the database, as required.
- Undertake other tasks required for successful completion of the study.
Qualifications:
- At least a Master’s degree in public health, social sciences, or a related field.
- A minimum of two (2) years of experience in qualitative and quantitative data analysis.
- Verifiable involvement in at least three prior projects as a researcher, preferably executed by international NGOs or donors.
- Excellent analytical and personal communication skills.
- Fluent in written and spoken English.
- Experience with health projects is preferred but not required.
