I. Organizational Context and Scope

Under the overall supervision of the Chief of Party/Project Manager & under the direct supervision of the PTI (Pakistan Transition Initiative) M&E Officer in Islamabad, the incumbent will support PTI M&E Unit with the preparation and writing of all new grants and project proposals. The Senior Evaluation Officer will compile comprehensive grant related reports and will also review and edit grants and conduct evaluations. S/he will be responsible for PTI donor correspondence and management of the Evaluation Officers. Furthermore, s/he will be in charge of compiling regular lessons learned from ongoing and completed activities to enable program-level learning. The Senior Evaluation Officer will be responsible for conducting small and large scale assessments to inform and support senior management in their decision making process. S/he is required to maintain and update the M&E Management Information System and provide statistical data from the database on a monthly basis. 

The Senior Evaluation Officer is responsible for ensuring that all project activities adhere to the USAID rules and regulations as well as PTI Project standards of operation. The incumbent is responsible for contribution to the Quarterly and Annual reports required by USAID and PTI. This position serves to support the Grants Unit, all other PTI units and Field Coordination Units with grants narratives review, database and donor related queries, disseminate and follow up on the implementation of lessons learned, grant modifications and review of grant procurement requirements and ensuring that they adhere to the donor rules and regulations.

In particular, s/he will:

II. Responsibilities and Accountabilities
  1. Supervise the M&E Evaluation Officer team; provide training on all aspects of PTI M&E and ensure overall integrity and high performance in the M&E unit;
  2. Preparation and writing of all new grant/project proposals, Final Evaluation Reports (FERs) as well as responses to field and donor queries
  3. Conduct thorough and extensive research on information compiled and provided in reports and responses to donor queries
  4. Coordinating with Operations and other program units to obtain necessary information required for grant writing purposes and regular follow up
  5. Compiling information for comprehensive reports on a weekly basis as well as the quarterly and annual reports; drafting any other reports and documents as requested by supervisor
  6. Summarizing large quantities of information succinctly and precisely; seek and synthesize information and communicate in a compelling and brief form
  7. Responsible for enforcing compliance of all grants to meet USAID Rules and Regulations and PTI Project standards, procedures and guidelines
  8. Manage, modify, maintain and troubleshoot the PTI M&E MIS. Supervise entry and storage of data in the PTI M&E database
  9. Establish new and enrich already existing M&E reporting systems for donors, project partners and counterparts within the program and PTI as required
  10. Liaise and represent the program with the donor and program counterparts as needed to revise and update the M&E procedures/requirements throughout the grant implementation process
  11. Maintain an extensive filing system, produce reports and run queries on the database in a rapid fashion as requested by the Program Coordinator and/or designated manager; develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of grants activities and management;
  12. Maintain and update all M&E matrices and provide weekly updates of these and key reporting to the Program Manager;
  13. Conduct and lead weekly coordination and M&E unit  meetings; rigorous follow up on action points
  14. Supervise and coordinate M&E data collection, analysis, disseminations and appropriate storage;
  15. Supervise Project’s information Management Systems and technology; training of team members on the appropriate utilization of the PTI Database and data collection methods.
  16. Assisting the supervisor in planning, holding meetings, workshops, trainings, conferences; take minutes of the meetings when needed
  17. Compiling ‘success stories’ reflecting program impact.
  18. Ensuring up-to-date and accurate information pertaining to regional background and overviews for grants
  19. Perform any other duties as may be required.

  5. High level of computer literacy required, including familiarity with text editing, info graphics and data presentation and analysis software

  8. Knowledge of project cycles;
  9. Ability to innovate and create basic documents, tables, and charts using MS Office software;

  12. Natural ability to connect with other stakeholders and team members;
  13. Strong capacity to work with initiative and without close supervision;
  14. Thorough knowledge of donor rules and regulations;
  15. Working knowledge of the OTI-PTI activity database;
  16. Working knowledge of ArcGIS 10
  17. Working knowledge of MS SharePoint

 

IV. Education and Experience

  1. Completed Master’s degree from an accredited academic institution, preferably in Social Science, Information Management, Research or a related discipline;
  2. Substantial experience in research and proposal writing
  3. Minimum 2 to 4 years’ experience for candidates holding a first level university degree in Information Management, preferably in an international, non-profit environment;
  4. Experience in one of the organizations of the UN Common System and field experience are a distinct advantage;
  5. Experience working with Statistics, Research and Database activities is an added advantage;
  6. Experience in travelling and working in remote areas;
