Position Title: Logistics & Administration Officer

Duration: Full time position

Reports to: Operations Administrator

Location: Lahore, Pakistan

  • Make rural and urban sectors of the economy in which the poor are involved as producers and workers, more competitive and making them grow.
  • Trigger lasting, 'systemic' changes in the markets systems around these sectors to reduce constraints to growth and to increase their capacity to innovate and deal with competitive, regulatory, social and environmental pressures, so that the benefits for the poor will sustain and expand in time.
  • The Facility is committed to implementing a systems approach to stimulate pro-poor economic growth:
  • Rather than working with the poor directly, the Facility seeks to develop partnerships with players in the private and public sector with the ability and leverage to trigger lasting systemic changes that create broad-based, sustainable pro-poor growth.
  • with each partner, the Facility designs and negotiates detailed action plans, which include clear financial and resource commitments, to arrive at appropriate, innovative and sustainable solutions. These partnerships and plans are called interventions.
  • Sector players take the lead in implementing the interventions and the Facility's role is limited and short-term.
  • MDF is a multi-country facility, operational in an expanding number of countries; each country has its own Country Team (CT) on the ground.

Assignment Objectives:

MDF is a fast-paced work environment in which Business Advisers and Results Measurement Specialists are encouraged to work in a dynamic fashion with their partners and travel to the field whenever required. The Logistics & Administration Officer’s objective is to support this environment by ensuring efficient and smooth day-to-day functioning of all travel, training and workshops for the Country Office. To achieve this, the Logistics & Administration Officer is responsible for coordinating all arrangements and procurement for travel, trainings and workshops.

Key Responsibilities:

1. Logistics for Travel, Training and Workshops

  •  Works proactively with colleagues to ensure effective coordination, planning and monitoring of logistics to support travel, training and workshops.
  • Before travel, workshops or trainings are undertaken completes necessary procurement and bookings for travel, coordinates advances, travel allowances and supports applications for necessary visas.
  • Utilizes and, where necessary develops, tracking systems and communications procedures to ensure effective and efficient arrangements.
  • Undertakes annual competitive quotation exercise to select preferred suppliers for travel, accommodation and conference facilities and support services.
  • Ensures all associated purchases provide value for money and are made in adherence with MDF manuals, Cardno and DFAT requirements and the Commonwealth Procurement Guidelines.
  • Coordinates the MDF office fleet vehicles and driver(s) allocation and monitors vehicle maintenance and safety.
  • Ensures any breach of MDF policy or process regarding vehicle use is immediately reported through the Operations Administrator to the Country Representative and/or Deputy Team Leader.

2. Administrative Support

  • Answers and directs phone calls.
  • Provides general support to visitors.
  • Organizes and schedules appointments and meetings as required.
  • Establishes and maintains necessary contact and tracking lists.
  • Monitors inventory and assets, undertakes stock take activities, updates registers and tracking sheets as directed by the Operations Administrator.
  • Other duties, as directed by the Operations Administrator as required.

3. Information Management:

  • Ensures all information and documentation in support of travel, training and workshop procurement and logistics is recorded, current and accessible on the Country Office administration drive.
  • Maintains training database

Selection Criteria:

  • Completion of high school or equivalent diploma; specialized training in business administration or a university degree is desirable but not necessary.
  • Experience in the provision of logistical and administrative support to large projects or organizations, preferably for international development donors or organizations.
  • Exceptional mutli-task management and time management skills and ability to prioritize and plan own work to meet designated deadlines.
  • Strong attention to detail and accuracy within all aspects of work.
  • A high degree of personal initiative, strong organizational skills and the ability to work with minimum supervision.
  • Strong interpersonal and communication skills and ability to establish and maintain effective working relations with people in a multi-cultural, multi- ethnic environment with sensitivity and respect for diversity.
  • Experience and demonstrated competence with Microsoft Office, particularly in Word, Excel, power point and database management.
  • Excellent command of both verbal and written English.
  • A police clearance certificate.
