Position Title:              Manager HR & Administration  

Job Location:               SDF Head Office - Islamabad

Position Report to:       Executive Director

Salary Range:              Scale 9, Benefits (Provident Fund, Life & Health Insurance, OPD)


Profile Summary:

Manager HR & Administration will  leads aims to provide lead role  in recruitment , training ,career development, compensation and benefits, employee relations, employment law, compliance, disciplinary and grievance issues, redundancies etc along with the administrative support to the organization which includes   Office Management ,Logistics arrangements, Facilities maintenance.


Manager HR & Administration will work with the team of HR and Admin professionals, the role will cover advice and guidance, local policy research HR/ Admin management systems and analysis work. Maintains and enhances the organization's human resources by planning, implementing and evaluating organisation’s policies, programs, and practices.

Tasks and deliverables

HR Responsibilities:

  • Develop strategy for HR & Admin management functioning, focusing on improving manpower productivity, efficiency at the work place.
  • Review/adapt and develop personnel and Administration policies and procedures referring to existing staff service rules and direct/monitor & implement at program levels.
  • Deal with recruitment and selection process (right from advertisement stage to deployment at work place) fulfilling HR need of programs at all locations.
  • Develop HR plan (yearly and/or project phase based) and forecasting thereof.
  • Coordinate with programs and provide facilitation services to identify HR services, as per programmatic priorities and take necessary steps to fulfill job requirements.
  • Lead the Performance Appraisal Cycle of SDF 
  • Assist the Executive Director and the BoG members, when required, especially in hiring of management staff, introducing/changing/implementing HR policies/procedures/rules.
  • In consultation with the ED, review & apply salary and benefits structures, conduct market surveys, consulting labor laws of the country and also to ensure equitable reward system at all level.
  • handle recruitment, promotions, adjustment and relocation, transfer, grievance & complaint cases, salary raises, disciplinary proceedings, gender and sexual harassment cases etc. (as a central activity, within the whole organization).
  • Document and maintain all personnel and policy matters in a standard manner, get approval from the relevant quarters like; contract agreement, offer letter, regret letter, short listing memo, interview and selection criteria, job description, transfer memo, increment memo, employment extension memo, resignation accepting memo, release memo, conducting enquiry memo, job confirmation memo, appreciation certificates to staff, experience certificates to staff, clearance and hand/take memo etc.
  • As a HR representative, participate in all HR Policy related meetings and working groups to discuss and resolve problems/issues of staff or formulating personnel policies, guide lines, procedures etc.
  • As an HR person, mediate conflicts, complaints, grievances and harassment cases etc.
  • Dealing with resignation, release, termination, separation and initiation of disciplinary proceedings ensuring that all such saturatory standards and related labor laws of the country are strictly adhere to
  • Coordination, providing facilitation services and guidance relating to staff service rules, policies and procedures to all programs/locations/employees.



  • Plan and coordinate administrative procedures and systems and devise ways to streamline processes
  • Monitor costs and expenses to assist in budget preparation
  • Oversee and manage all aspects of the Administration of  at Head Office and Field Offices
  • Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints
  •  Liaise and negotiate with external suppliers – including equipment lease agreements, Insurance renewal and regular office checks
  • Liaise with our office landlords (re lease renewal etc).
  • Ensure all  offices are safe and tidy

Essential Knowledge and Skills;

  • Proven work experience as an HR/ Admin Manager
  • Strong time management skills, ability to work under pressure to deadlines and ability to prioritise tasks.

  • Role-models integrity, transparency and honesty and must be able to maintain confidentiality Ability to be flexible to changing deadlines and work priorities

Qualifications and Experience

•           Master's degree in Business Administration

•           5-7 years of experience in same capacity with I/NGOs
