Background:

ADR (Alternate Dispute Resolution) is attracting increasing attention among state and non-state actors, as there is a perception that the formal legal system alone cannot provide adequate justice to individual citizens. In Pakistan, while ADR is mostly used to resolve disputes through traditional methods of adjudication, such as jirgas or councils of elders, such traditional methods lack quality control mechanisms, such as ethical rules to ensure neutrality and promote the core values of mediation. Legislative and executive support exists to promote the use of ADR to reduce the backlog and burden on the courts. However, formal judicial institutions have been slow to implement the requisite changes made in the laws to enact ADR. In addition, judges in lower courts, who are essential in promoting ADR, often do not encourage the use of ADR; and bar associations see ADR as a threat to the legal profession.

 Project Description

The project aims to promote ADR through mobilization of key stakeholders including lawyers, judiciary, media, women & youth. The project will involve women agents of change, DRC’s, Musalihat Anjuman, youth and other stakeholders to ensure equal participation and use of ADR to settle civil disputes.

Eligibility:

Experience: Minimum 5 years of progressively verifiable experience in the field of law, access to justice, social mobilization and project management. Candidates with experience of working on ADR will be given preference.

Education: Bachelor degree in field of law (candidates with Master Degree in Law will be given preference) OR equivalent relevant qualification in Social Sciences

Job Description:

A National NGO is looking for a Project Manager for the said project, who will be responsible for overall management, supervision, reporting and relationship management of the Project in line with the set goal, objectives, indicators and timelines. The draft roles and responsibilities will include but are not limited to;

  • Project Designing and Planning
  • Plan, design and provide direct supervision of the implementation of project activities to ensure that deadlines are met and activities produce quality outputs
  • Undertake field visits
  • Design and develop project strategies including communication and gender strategies
  • Develop monitoring and evaluation tools for the project to ensure effective monitoring of each individual activity
  • Conduct monthly and quarterly project planning, review and progress meetings with project team
  • Support the project team in developing and updating the project risk register
  • Coordination and Communication
  • Keep in regular coordination with the project team and provide guidance on the project activities
  • Maintain regular coordination and communication with donor, other partner organizations, consultants, NGOs, law firms, institutions supporting ADR and community representatives to build and enhance their ownership
  • Attend the relevant meetings, workshops forums to present the project achievements and successes                           
  • Establish and manage relationships with partners and key stakeholders
  • Supervise and support the field teams in conducting activities
  • Support the project team in ensuring and maintaining comprehensive project documentation (including Activity, Monthly and Review Reports)
  • Review and finalize the reports of key project activities.
  • Support the project team in designing and developing the training manuals and directly conduct the trainings 
  • Facilitate the workshops and events as part of the project activities
  • Regular monitoring visits
  • Responsible for monthly review meetings with senior management and donor
  • Technical input on development, printing and dissemination of IEC material
  • Ensure that project activities are delivered on-time, within scope and within budget
  • Measure project performance using appropriate systems, tools and techniques
  • Any other tasks, as assigned by the Supervisor
