Rapid Rural Assessment (RRA)

 for

 Legal Aid Network for Victims of Gender Based Violence Project

Legal Aid Network for Victims of Gender-Based Violence (GBV) project is an 18-month long initiative. This project will be implemented by The Asia Foundation (TAF) and will support three legal aid centers in Haripur and Peshawar districts in Khyber Pakhtunkhwa, and Islamabad. The goal of the project is to increase access to justice for women survivors of GBV through the provision of efficient and free-of-cost legal aid services. This will be achieved by: 1) increasing awareness of marginalized communities in selected districts on legal rights of survivors of GBV and redressal mechanisms, and 2) strengthening capacities of legal aid centers and Network lawyers to provide legal aid to women survivors of GBV.

Objectives of the Assignment

This TOR is seeking a RRA Consultant/Firm to gauge the GBV conditions in target districts and beneficiaries’ knowledge about the issues, legal rights of GBV victims and related laws. The assessment will aid in designing strategic, high impact public awareness campaigns for each targeted group and will also serve as a baseline.  

Scope of Work

  • Identify, recruit and train field staff.
  • Design, develop and test the RRA tools.
  • Finalize tools in consultation with the Foundation’s project team.
  • Collect data from three project districts i.e. Islamabad, Peshawar and Haripur.
  • Complete data analysis, generate report and submit to the Foundation’s project team for review and approval

 

Output

 

RRA final report including identification of issues related to GBV.

 

Schedule of Delivery

 

The duration of the assignment is 30 days including time for development of tools and submission of final report, however the assessment will be completed in 07 days in all three districts. The final payment will be issued after 15 days of receipt of the final report.

Facilities to be provided by the Project

 

The Project will support the RRA Consultant by providing office support and facilities, supervision and advice, documents and materials and by facilitating access to important information and materials. The RRA consultant will work closely with project team.

Qualifications

 

  • At least 7 to 10 years of substantial experience in research, evaluations and surveys
  • Good understanding of human rights issues, particularly related to GBV
  • Lead consultant should have experience of carrying out national level baseline studies as team lead
  • Field team should be able to communicate with communities in their local languages.
  • Ability to travel extensively throughout the identified districts of the project
  • Experience in working with local people and community organizations
  • Good communication, report writing and presentation skills
