Job Description:

A stable and prosperous Pakistan is a top priority in international development efforts of the UK Government. Empowerment and voice of women, girls and marginalized social groups is vital for these efforts to succeed. Therefore, enabling them to articulate their needs and influence legislation, policies and practices which affect them is at the heart of the UK’s development assistance. Better access to reproductive, maternal, new-born and child health and nutrition is an important entry point to achieve this objective.

Pakistan is off-track to achieve the health Millennium Development Goals (MDGs). DFID Pakistan (DFIDP) therefore is focussing on reproductive, maternal, new-born and child health (RMNCH) including nutrition to support effective implementation of health sector strategies that will lead to achievement of the health MDGs. DFIDP has recently signed a Memorandum of Understanding (MOU) with the Government of Pakistan on Provincial Health and Nutrition Programme (PHNP) to achieve RMNCH and nutrition results in Punjab and Khyber Pakhtunkhwa provinces over four years (2013 to 2017).

These TORs relate to the Driver role for one component of the PHNP programme - Empowerment, Voice and Accountability for Better Health and Nutrition (EVA-BHN).

The objective of the programme is to increase the demand for better RMNCH services and nutrition and empower citizens to hold the service providers to account. Women, girls and children with the greatest needs and from underserved backgrounds will be prioritized. The sub-programme will complement the supply-side interventions by increasing demand and strengthening mechanisms for greater and effective citizen participation and monitoring of health services. This includes:

  • Influence health legislation, policy, practices, and service delivery through greater pressure and demand from the citizens. The supplier will work through a combination of empowerment, voice and accountability approaches including, but not limited to, awareness raising and mobilization, advocacy and lobbying, capacity building, coalitions and partnerships.
  • Pilot innovative solutions for increasing access of the poor and women and girls to RMNCH and nutrition – with priority to increasing immunisation coverage, skilled birth attendance, modern contraceptive usage, child and mother nutrition, management of common child ailments and usage of primary healthcare facilities, community workers, etc.

Outline of Position

The role will be responsible for Driving and Maintenance of Programme vehicles, assisting Logistics & Operations Officer Punjab

Reporting System

Primarily reporting to the EVA-BHN Logistics & Operations Officer to assist in ensuring:

Responsibilities:

  • Assigned as driver to perform staff duty and as per needs basis duty with the Programme Manager  and other executive staff members
  • Driving staff to and from meetings and bank related jobs, mail delivery and pickup/drop to the airport.
  • Driving locally within vicinity of Islamabad and outstation field areas across the country.
  • Maintaining Log book on daily basis including keeping record of trips including kilometres travelled, fuel consumed and cost, and dates of oil changes, all according to established procedure.
  • Responsible for the respect of traffic rules according to the country regulation.
  • Make ensure that all passengers wear seatbelts, including the driver himself.
  • Be aware of security at each point of drop off or pick up and keep staff safe during journey.
  • Ensure that the vehicle has all required registrations/licensing and inspections, and that necessary documentation is retained with the vehicle.
  • Ensure vehicle has sufficient amount of fuel, maintain the vehicles’ cleanliness, and ensure its security for daily use and proper evening and weekend storage at office site.
  • Maintaining proper record of the vehicle service and change of motor oil and filter etc. well in time under the organization policy
  • Keep overall checking of vehicle on daily basis like engine,body and proper cleanliness,polishing etc.
  • Work at all hours as and when needed.
  • Using alternate routes to avoid setting any regular driving pattern and practices sound security awareness including surveillance detection and attack recognition.
  • Focusing on constant awareness,judgment and reaction to formulate a defensive/counter-terrorist driving posture.
  • Ensuring all the safety measures before going to long travel like tool kit,first aid box,ice box,extra tyres, fuelling, air pressure,keeping valid driving license,road maps,proper checking of vehicle lighting,mirrors,important and emergency contact Nos.

Selection Criteria:

  • Valid HTV/LTV Driving License
  • Minimum Qualification Tenth grade or intermediate
  • Sector Experience 3-5 years preferably with international NGOs or international Development Sector Contractors
  • Extensive Knowledge of the duty area
  • Security Trained
  • Preferably Local
  • Knows Local Languages
  • Can communicate verbally and write English
  • Max age 45 years
