Job Description:

Under the USAID-funded Health Policy Plus (HP+) program in Pakistan, Palladium is seeking a short-term consultant to provide technical support to the Population Welfare Department to develop a private sector engagement framework and action plan.

The consultant will provide technical support to PWD through HP+ to host a series of meetings with representatives from DOH, Public-Private Partnership Node of the DOH, NGOs, medical and business associations such as the Pakistan Medical Association (PMA) and the Society of Obstetricians and Gynecologists of Pakistan (SOGP) and commercial service providers to collect input, and develop and garner consensus on a framework for engaging the private sector in family planning service delivery. The framework will set forth PWD’s strategic policy direction and define objectives for engaging the private sector to expand FP service delivery. The process will ensure alignment of system structures with strategy and policy goals, both at the government, and also at the private sector level. The consultant will support PWD to develop an action plan to implement the engagement framework. The action plan will include steps to integrate a package of family planning services in the private sector and hold public-private dialogue forums. 

The consultant should possess a strong ability to engage with a wide range of stakeholders, build key relationships and partnerships, and encourage collaboration and consensus on various private sector health issues and needs. This position is based in Karachi; however, in the event interviews take place outside of Karachi, travel to nearby locations, such as Hyderabad, or nearby districts may be involved. Office space and pre-approved cost reimbursements for travel outside of Karachi for interviews will be provided. The HP+ office can provide support for travel arrangements.

 

Key Responsibilities:

The consultant will

  1. Participate in an introductory meeting with HP+ and PWD to discuss the framework and action plan and the proposed process to develop the documents.
  2. Review the policies of the Government of Sindh regarding the private health sector; Sindh’s Costed Implementation Plan for Family Planning; and Sindh’s Population Policy 2016.
    1. Collect input from PWD, DOH and the Public-Private Partnership Node about their vision and recommendations for the framework.
    2. Identify private health service providers (for-profit and NGO), commodity providers, medical and business associations in Sindh province. The consultant will compile this information from existing sources.
    3. Organize and conduct meetings and discussion sessions with 5-7 representatives and heads of private health institutions. Collect input and recommended solutions suggested by representatives and heads of private health institutions regarding public-private collaboration in family planning service delivery.
    4. Plan and execute a meeting with representatives from PWD, DOH, Public Private Partnership Node, NGOs, medical and business associations, and commercial service providers. The purpose of the meeting is to encourage dialogue between the public and private sectors and to collect initial input on challenges and opportunities for public-private collaboration in family planning service delivery.
    5. Organize and hold additional meetings as needed for follow up with specific individuals and organizations.
    6. Develop a first draft of the private sector engagement framework and action plan. The consultant will engage closely with representatives from PWD, DOH and the private sector during the drafting process to ensure the framework represents the needs and interests of all stakeholders and is realistic and implementable.
    7. Distribute the draft framework and action plan to representatives from PWD, DOH and the private sector, collect input, and incorporate feedback into a final draft. Input may be collected from representatives in writing and/or through meetings.

 

Deliverables:

All deliverables must be approved by the technical monitor. Multiple drafts may need to be submitted before the technical monitor approves the deliverable.

2 page meeting report that summarizes the main discussion points, recommendations and action items. The report should include the meeting agenda, participant list and contact information, and materials or presentations distributed at the meeting as appendices.

Final private sector engagement framework and action plan. (The framework should be no more than 10 pages, and it should outline PWD’s strategic policy direction, define 3-4 objectives for engaging the private sector, identify 5-7 strategies to achieve the objectives, and identify benchmarks to measure progress towards achieving the objectives.  The action plan should be no more than 10 pages and provide a detailed outline of steps to be taken to achieve the framework objectives. The action plan should include roles and responsibilities, timeline, and resource needs.)

REQUIRED EXPERIENCE AND QUALIFICATIONS

Interested consultants should have proven expertise in working at the policy level in public health, especially reproductive health and family planning. The candidate should demonstrate an in-depth understanding of the private sector in Sindh, and be well aware of the circumstances in which private providers providing family planning services operate. The candidate should also be aware of recent developments around family planning in Sindh, especially the Costed Implementation Plan and the establishment and activities of the FP 2020 Working Group.

In addition, the selected consultant should have the minimum required skills and abilities as listed below:

  • MBBS/MPH or a Master’s degree in the social sciences
  • Experience developing strategies and strategic frameworks
  • Experience and ability to develop clear, implementable action plans with timelines
  • Ability to ensure buy in from stakeholders
  • Strong interpersonal, negotiation and teamwork skills
  • Excellent analytical skills as well as oral and written communication skills in Urdu and English
  • Comfortable working within tight deadlines and ensuring timely responses to requests and feedback
