Oxford Policy Management is a leading international development organisation, we are successfully delivering projects and providing technical support on large programmes and as a result we are looking to grow our team. We currently have an opportunity for an experienced Senior Consultant to join our New Business Development (NBD) team in Pakistan, in order to assist in the development of solutions to client problems and provide research support to consulting and related research projects.

Role and Responsibilities

Working with the New Business Development (NBD) Programme Director and under the day to day supervision of the Pakistan Office Country Director, the role will be responsible for providing specialist support in the conceptualisation, design and in the implementation of large scale samples. An important part of this role is to assist in the acquisition of new projects for an Islamabad office including the gathering of market information, the identification of supporting consultants, the preparation of expressions of interest and competitive bids and other work necessary to support the bid process.

More specifically, the role will include but is not limited to the below tasks:

• Provide basic technical inputs to broader ranging OPM projects (that go beyond sample surveys alone) by applying established technical approaches in such areas as data collection and analysis, application of analytical approaches to solving client problems, and drafting of straightforward project documents.

• To provide specialist support in the conceptualisation, design and in implementation of large scale sample surveys in CAPI and PAPI

• Identify appropriate research sources and materials including online databases, academic and official documents, and other written sources.

• Undertake telephone or other interviews to obtain research information.

• To assist in the preparation of the final technical survey reports

• Undertake basic statistical analysis and presentation of statistical data in appropriate formats.

• Prepare document summaries and annotated bibliographies.

• Prepare reports in line with the terms of reference for particular consulting and research projects.

• Organise workshops and other events related to research and project activities.

• Manage small teams of collaborating consultants necessary to deliver projects.

• Contribute to providing other advisory, training and organisational support services as required.

• Undertake other duties reasonably required by the programme director.

Qualifications and Experience

• Education to post-degree level in a subject relevant to OPM’s work

• Experience of conducting and managing large scale surveys

• Strong communication and presenting skills with the ability and confidence to conduct training

• Experience with research interviewing methods such as CAPI and PAPI

• Ability to communicate effectively with colleagues and clients, both verbally and in writing.

• Ideally, the ability to work in English and at least one relevant language (Urdu, Siraiki).
