Program Description

PERSI supports small scale activities in Punjab and Sindh by providing grants to undertake programming. The activities are designed to support organizations, including Governmental entities, local organizations and community groups, to implement peace building and community development activities. 

 

Overview

The Finance Manager will oversee financial management of all activities in the Karachi office. The position will report to the Operations Coordinator at the regional office Karachi. The Finance Manager will provide direct oversight to three direct reports:

1. Field Accountants (2)

2. Petty Cashier

 

Scope of Work

  • Oversee financial management of costs and transactions from the Regional Office.
  • Review in all cash and bank payment transaction and ensure that financial processes and transactions meet clinet regulations, Organisations internal policies, Govt. of Pakistan Tax Law and program needs.
  • Ensure proper accounting to ensure proper stewardship of funds of in-kind and cash grants, other program activities, operations, including maintaining liquidity of funds in the field.
  • Manage all tax reporting and submission to treasury on timely basis.
  • Train all team members on standards for submitting financial transactions.
    • Train grantees on financial processes, as requested.
    • Ensure that grant tracker is updated and reconciled with TAMIS on weekly basis and share it with grants and senior management.
    • Conduct pre award assessments of potential sub grantees as & when required with grants team including review of all financial pre-awards and subsequent reporting on risk identification and possible mitigation measures.
    • Participate in grant meetings, management meetings, tracker meetings and other kick off meeting with grantees to ensure that finance is aware of payment flow and to provide necessary support where needed
    • Oversee Field Accountants and Finance Assistance.
    • Review and submit the field expense report on bi-monthly bases and other required reports of  regional office to Islamabad Office Finance by meeting the deadlines as required.
    • Ensure proper accounting to ensure proper stewardship of funds of in-kind and cash grants, other program activities, operations, including maintaining liquidity of funds in the field.
    •  Support & perform a leading role during internal and external audits. Ensure that Organistions and client policies and guidelines are properly understood by finance staff and all transactions are compliant
    • Train all team members on standards for submitting financial transactions.
    • Train grantees on financial processes, as requested.
    • Oversee Field Accountants and Petty Cashier in Karachi.
    • Other duties as assigned by the supervisor.

 

 

Qualifications

• University degree in relevant field. Master’s degree preferred. Experience may be substituted for education.

• Minimum of 10 years of experience in related role required.

• Relevant experience working on USAID contract in a related role highly preferred. Experience with grants or small grants under contract programs required.

• Strong computer skills (MS Office suite) required.

• Excellent written and verbal communication skills required.

• English language fluency required.
