Consultancy Assignment

To assist AMD in overall AMD programmatic and operational matters.  To work as main point of contact for AMD, USAID and other USAID projects and forums in Islamabad.

Based on project implementation experience; provide technical and programmatic support to the AMD time to time as desired by COP and technical teams. Assist COP in local and international STTAs assignments.

Provide technical advice and expertise as required from time to time related to AMD project activities and carry out field monitoring visits on behalf of COP.

Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) is a USAID funded, four-year project which aims to improve the ability of Pakistan’s commercial agriculture and livestock sectors to compete in international and national markets in the four target product lines; meat, high value and off season vegetables, mangoes and citrus. AMD will act as a catalyst for development and investment in target product lines by actively promoting cooperation and coordination amongst the value chain actors and ancillary service providers. AMD’s implementation strategy is underpinned by a strictly commercial and market driven approach with a clear focus on strengthening market access for its partner organizations, and support marketing and sales efforts, both nationally and internationally. The objective of the AMD project is to encourage investments in the four target product lines through matching grants and empower stakeholders by developing synergies among them to accomplish together what they cannot do alone. AMD will support upgrading, streamline supply chains, optimize profit margins, increase participation of women entrepreneurs, and ultimately help make Pakistani meat, high value and off season vegetables, mangoes and citrus more profitable and more competitive.

Background Information:

The AMD project would benefit greatly from a consultant with extensive program and technical experience in agriculture value chains, in coordinating and supervising international STTA’s assignments, and in the project implementation of USAID funded projects.

CNFA AMD has only one project office in Lahore that implements the project throughout the country. AMD requires a frequent coordination with USAID, other projects and government organizations. The consultant would be able to conduct field trips related to project monitoring and special assignments requested from time to time by the COP.

OBJECTIVES/FUNCTIONS OF THE ASSIGNMENT

The following are the main objectives of this assignment:

  1. Carry out field trips related to project monitoring, special assignments, and attend seminars/training workshops as to be advised from time to time by COP.
  2. Provide technical input as desired by AMD value chain and technical teams related to local and international events.
  3. To facilitate national and international STTA in-country assignments in AMD 
  4. Attend AMD-USAID/project meetings/workshops, security meetings/protocols in Islamabad on behalf of AMD COP.

PRINCIPAL DUTIES AND RESPONSIBILITIES

Under this Scope of Work, the Consultant shall perform, but is not limited to, the specific tasks specified under the following categories:

  • In conjunction with AMD program and technical team, support AMD’s on-going and upcoming interventions;
  • To assist AMD in overall programmatic and operational matters related to technical assistance and project implementation.

DELIVERABLES

  1. Submit weekly reports about the given assignment.
  2. Debriefing to COP on given assignments

 

SUPERVISION/REPORTING

 The Consultant will be working under the overall direction of the AMD Chief of Party (COP).

 

COUNTERPART(S)

The Consultant will work closely with the AMD technical and value chain team under the direction of AMD COP and CNFA HQ.

LOE, Period and Place of Performance

The level of effort (LOE) and the periods for this consultancy include 90 days of LOE on or around February 01 through May 2017.

 

QUALIFICATIONS

  • Graduate or Master’s degree in Agriculture, Agribusiness, project management or other related field;
  • Minimum of 7 years of relevant experience in horticulture value chains or businesses, particularly with small- and medium-enterprises.
  • Work experience with international donors, preferably with USAID-sponsored programs or other similar development projects;
  • Experience in leading teams of local staff;
  • Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders, including national and local government, donors, community-based organizations, think tanks and universities, and the private sector
  • Excellent interpersonal and leadership skills, including the ability to build and manage cooperative high-level relationships and motivate subordinates
  • Demonstrated understanding of Pakistan and/or the region, a plus.
  • Oral and written fluency in English.
