The Khyber Pakhtunkhwa Governance Project is supporting the Government of Khyber Pakhtunkhwa to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province.

The Project intends to provide technical assistance to the Government of Khyber Pakhtunkhwa in a number of areas over the next 2 years and therefore like to identify qualified and competent individual consultant on short term basis.

Scope of Work

 

Background:

The USAID funded Khyber Pakhtunkhwa Governance Project (KPG) aims to support transitional activities in Khyber Pakhtunkhwa Province to promote democratic processes, strengthen the ability of provincial government to be responsive to citizen needs, and create opportunities for gender equality and women’s empowerment thus bringing positive changes in attitude, perceptions and behavior about the quality of governance in the province. The project will promote the success of the Government of Khyber Pakhtunkhwa (GoKP) and its reform agenda by engaging directly with the provincial departments, sustaining public engagement and strategic communications, and providing integrated assistance “packages” of activities that support specific GoKP objectives.

At a time when the governance landscape in Khyber Pakhtunkhwa (KP) Province is experiencing an extensive reform process, it is becoming more important than ever to effectively manage state's communication with citizens and other stakeholders. The Government of KP has also stressed the importance of communication to assess the needs of citizens for better utilization of resources and delivery of services. With the implementation of the KP Local Government Act 2013 and subsequent establishment of over 3,500 local governments across the province, the role of Local Government, Elections and Rural Development Department (LGE&RDD) is also changing. There is now a new modality that is emerging in terms of citizen engagement. Now, the citizens actively seek more opportunities and better mediums which can sustain two-way communication between them and the Department. What they see, the services they receive, the information they read - every contact and every experience they have with local governments and the Department will eventually translate into public opinion and perception about the provincial government and governance as a whole.

To ensure that communication is managed in a structured and sustainable manner, LGE&RDD has developed a comprehensive long-term communication strategy with the technical support of GiZ Support to Good Governance Program. The core purpose of this communication strategy is to provide the Department with a framework that ensures consistent, accurate and timely information not only to the citizens as clients but to other stakeholders such as civil society, non-government organizations and development partners. The overarching strategy prioritizes communication activities over a five years period both internally and externally.

Although GiZ Support to Good Governance Program supported the LGE&RDD in the development of its communication strategy, it is financially constrained to support its implementation.

Purpose:

To Support LGE&RDD KPG requires the services of IT consultant to develop/improve department’s website, web portal & web based official email communication system.

Objectives and Duties

The consultant will be responsible for the following tasks:

  • Review & understand the LGE&RDD`s requirements mentioned in the communication strategy 2016-20, identify needs of software & hardware, purpose & scope with respect to redesigning/improve the existing website & development of web portal & webmail.
  • Prepare software requirement specifications for the website, web portal & Webmail.
  • Developing & testing of website & web portal.
  • Training of relevant staff on administering & maintaining of Website, Web portal & Webmail

Deliverables

  • Fully functional Website, Web Portal & Webmail of LGE&RDD

Reporting

The consultant will report to the KPG Director (Good Governance), IT Specialist and when required, to the Project Manager on the above deliverables.

Qualification & Experience

  • Bachelor’s or Master degree in relevant field. 
  • Minimum 5 years’ experience of developing dynamic websites, web portals, Webmail & documenting software & system requirements specifications.
  • Demonstrated experience of working with the KP Government.
  • Thorough understanding of the Government systems and procedures.
