Administration/Finance Officer

USAID/Pakistan recently awarded Louis Berger with a three (3) year Punjab Youth Workforce Development Project (PYWD) to work with at-risk youth in Multan, Lodhran, Muzaffargarh and Bahawalpur to secure gainful employment and play a positive role in their communities. The Program will facilitate employment opportunities for 10,000 youth (including 35% women) will implement the following activities: a) proactive community engagements to mobilize at-risk youth; b) institutional capacity building and re-tooling of over 22 public/private vocational training providers; c) co-opting of prospective potential private sector employers for trainee placement; d) career counseling services; as well as e) providing access to finance for youth entrepreneurs.

The Administration/Finance Officer will work under the supervision of the Regional Manager of the Punjab Youth Workforce Development Project and shall be in liaison with Finance & Administration team at Head Office (Lahore).

  1. Provide generalized administration and logistics services in liaison with the Head Office team in implementing field projects including logistic services related and personnel movements.
  2. Providing; accommodation for staff of field office, communication equipment and supplies for field office that may include: Phones, Sim Cards, and Similar Services.
  3. Support The Meeting and Training Event in term of conference rooms’ preparation, stationery supplies, coffee break, meals, and participants’ transportation for field office.
  4. Support new employees orientation process.
  5. Coordinate with the Head office procurement team for purchase requirements.
  6. Performs daily and weekly and monthly update for program assets inventory e.g. handovers for desktops, laptops and their associated accessories, scanners, printers, copy machines etc.
  7. Supervise the administrative staff responsibility; transport & replace furniture, cleaning and housekeepers and services.
  8. Review all administrative expense reports as required for with weekly/Monthly end close process.
  9. Supervise the drivers’ responsibility including mail transfer and employee business local trips.
  10. Examines invoices and vouchers for completeness and accuracy with the terms of the original purchase order, contract, lease, and/or other authorizing document.
  11. Maintain disbursement sheet and timely reimburse the petty cash fund and ensure finance procedures and guidelines are disseminated to the project staff.
  12. Assist in preparing reports to meet ad-hoc managements request relating to on-going project activities.
  13. Any other duties assigned by the Manager.

Qualifications:

  • Bachelor, preferably in business administration,Commerce, accounting/finance or related Field.
  • Computer skills in Microsoft office application (Excel, Word, Microsoft outlook and other accounting software modules).
  • Minimum of 2 years of demonstrable experience of working with USAID or similar project(s).
  • Be able to liaison with co-workers in professional business-like environment.
  • Ability to work independently under occasional stressful setting.
  • Strong communication and organizational skills.
  • Prior work experience in selected districts will be an advantage.

Fluency in English and Urdu are essential. Punjabi and Saraki language will be preferred.
