Project Description:

The U.S.-Pakistan Partnership for Agricultural Market Development (AMD) is a USAID funded project which aims to improve the ability of Pakistan’s commercial agriculture and livestock sectors to compete in international and national markets in the four target product lines; meat, high value and off season vegetables, mangoes and citrus. AMD will act as a catalyst for development and investment in target product lines by actively promoting cooperation and coordination amongst the value chain actors and ancillary service providers. AMD’s implementation strategy is underpinned by a strictly commercial and market driven approach with a clear focus on strengthening market access for its partner organizations, and support international marketing and sales efforts. The objective of the AMD project is to encourage investments in the four target product lines through matching grants and technical assistance, and empower stakeholders by developing synergies among them to accomplish together what they cannot do alone. AMD will support upgrading, streamline supply chains, provide technical assistance to optimize profit margins, increase participation of women entrepreneurs, and ultimately help make Pakistani meat, high value and off season vegetables, mangoes and citrus become more profitable and competitive.

 

Background Information:

To upgrade, streamline the supply chain, optimize profit margins, increase participation of women entrepreneurs, and ultimately make Pakistani livestock sector (meat), high value vegetables, citrus and mangoes more profitable and more competitive, AMD is supporting initiatives through co-investment and technical assistance for commercial entities with the goal to promote a sustainable market system for each of the product lines, facilitating access to more rewarding markets and ensuring equitable distribution of value across the value chain. The design, development and implementation of each of these initiatives are supported through technical assistance provided by International and Local STTAs engaged work with the AMD technical teams to develop RFA documents for the interventions planned in partnership with private sector for the four targeted product lines: Meats, HV/OSV, Citrus and Mangos. In conjunction with the development of each intervention and stakeholder/ potential investor engagement, the marketing and market access component of AMD works to identify international and local markets along with strategies through which these markets can be reached for the four target product lines i.e. attendance and participation in international and local trade expositions, engagement of Pakistani Trade Consular abroad, and international buyer engagement.

 

Objective of the Technical Assistance

The STTA will participate and support AMDs efforts through engagement and coordination with major public sector trade/ market access related organizations including but not limited to TDAP, Pakistani Consulate Trade Attachés, the Punjab Halal Development Agency, Chamber of commerce, and targeted international government trade organizations. In addition to coordination and engagement of major public sector trade and market access related organizations, the STTA will work with the market access team to identify key trade events (local and international) which aligns with AMD’s objectives. The consultant will facilitate attendance, along with a comprehensive attendance/ participation strategy to include buyer engagement, pre-departure orientation training, and event support and post event review. The STTA will provide technical input and assistance to the AMD team and the International and local STTAs engaged to develop and provide support to the programs/ grants that AMD rolls out in each of the target four product lines. The consultant shall provide support to the ISTTAs engaged by AMD for various marketing related activities.

 

The STTA will also work with the AMD team to (1) identify and develop partnerships with private sector investors, and (2) to advance cooperation and support of relevant stakeholders in the public sector. The consultant will identify/ engage, in coordination with the AMD technical teams, potential commercial investors for each of the AMD designed interventions and link the International STTA with relevant stakeholders in both the private and public sectors. Paramount to achieving program goals, the consultant will assist the AMD technical teams in sensitizing stakeholders to program requirements and to facilitate/ manage continued cooperation between the AMD technical teams and the partner enterprises. The STTA will work with the value chain and marketing teams for identifying areas in which technical assistance is provided for establishing private sector partnerships, public sector support, and market access to AMDs four priority product sectors in the development of domestic and international markets. Specific scope and deliverables for the assignment are given in the proceeding sections.   

 

Programs the STTA will assist with include, but are not limited to: trial shipments on a cost share basis of chilled meat (Innovative cuts and packaging) to existing & new markets/ countries, support for launching the HV&OSV RFA, facilitation to bridge gaps between exporters, Pakistan Quarantine and importing countries’ harmonized regulations to facilitate increased exports, participate and support the AMD team in planning & participation in key events including PRODEXPO, Gulf Food,  the 6th International Halal Conference; SIAL China; Food Africa; World Food Moscow, MIHAS KL , product branding and awareness events, and development on a cost share basis innovative packaging for exports to existing & new international markets.

Assignment Scope

 

Principal Duties and Responsibilities:

 

  • Providing technical inputs to design specific activities and initiatives that can strengthen the project delivery, efficiency, effectiveness and sustainability;
  • Coordinating with AMD technical teams in implementing and revising when needed the approaches and concepts proposed in the project document;
  • Establishing coordination and maintain relations with producers, traders, exporters, buyers and related public/private sector institutions/organizations;
  • Designing of plans and initiatives to assist the stakeholders including producers, traders, public and private trade organizations at domestic and international level;
  • Planning and organizing inward and outward missions of exporters/buyers, producers, and certification delegations for domestic and international trade as well as participating in these event both domestic and international;
  • Identifying and recommending specific initiatives with identified investors to boost exports and revenues relating to targeted products;
  • Working with import and export agencies, international trade bodies, Pakistani exporters and international buyers to identify trade obstacles in prioritized markets and help to overcome them;
  • Working with the AMD technical teams to support and facilitate Pakistani producers, traders and exporters for B2B and B2G meetings at domestic and international level;
  • Assisting in the identification of priority trade exhibitions and other marketing events for AMD’s target product lines;
  • Arranging meetings and workshops (when needed) with identified supply chain stakeholders of targeted products to identify and determine the areas of technical assistance and support needed;
  • Identification of key stakeholders especially the producers, traders, exporters and private/public sector organizations related to the trade and marketing of targeted products;
  • Facilitating connections of Pakistani producers, traders and exporters with international and domestic high-end buyers;
  • Coordination with AMD technical teams for development of investor identification and engagement plans and strategies;
  • Coordination with international STTA engaged for the design and framework development of interventions for stakeholder engagement plans and technical feedback;
  • Supporting the respective value chain specialists in drafting work plans for the rollout of individual grants, including activities related to the identification of technical assistance areas, engagement with key stakeholders and linkages with downstream markets;
  • Any other tasks assigned by the COP or Chief Technical Advisor relating to private sector engagement and market access development.

 

Specific Tasks for the Consultant:

 

  • Advise on multiple trial shipments on a cost share basis of chilled meat (innovative cuts and packaging) to existing & new international markets/ GCC countries;
  • Working with AMD’s CTA and the marketing team to plan international trade events in 2017 and developing a comprehensive attendance/ participation strategy which will include buyer engagement, pre departure orientation training, possible on-site support at the event and post event review;
  • Supporting follow-up activities relating to participation in 6th International Halal Exhibition,  Gulfood Dubai Expo, SIAL China, Food Africa, MIHAS KL and other  AMD planned trade events including correspondence and liaison with prospective buyers & trade related organizations;
  • Providing technical support for the planning and execution of trade promotion and market access activities and events, including the PHDA organized Halal Conference in Pakistan;
  • Liaise with multi-stakeholders including PHDA to plan, coordinate, facilitate & implement  interventions for trade & investment promotion and international markets access for AMD prioritized products;
  • Assisting the AMD program team in drafting the Project’s year-3 work plan.

Deliverables:

               

        I.            Provide monthly update report to the AMD CTA on technical assistance offered on areas included in the scope of work;

      1. Monthly updated reports will include list of all public-private stakeholders/ potential investors visited, identified, engaged or linked with AMD’s technical teams;
      2. Finalized and CTA/ COP approved work plan including stakeholder engagement/ meeting plan for each International STTA assisted;

      II.            Draft report on PHDA organized Halal Conference, other event supported by AMD

    III.            Draft list of priority trade events for 2017

    IV.            Review on ISTTA report on chilled meat/innovative cuts trial shipment to GCC, covering lessons learnt and recommended follow-up actions

 

Qualifications:

The consultant should have:

  • An advanced degree in the field of livestock/agriculture with additional qualification in business management;
  • Extensive experience of having worked with the commercial agricultural sector in Pakistan particularly the four AMD target product lines (Meat, HV/ OSV, Citrus and Mangoes);
  • Extensive and verifiable links with key private and public sector stakeholders in the four target product lines (preference for linkages with TDAP, PHDA and other agricultural trade/ market access related public sector organizations);
  • Links with major international buyers preference for the G.C.C and ASEAN region;
  • More than 15 years of professional practical experience working in the field of agriculture/ agribusiness especially worldwide trade facilitation experience;
  • Requisite prior experience of working at senior level with public sector and consulting/ full time assignments with USAID funded projects in Pakistan with a focus on development of agribusiness value chains using an integrated supply chain approach;
  • Experience in developing countries on agriculture and agribusiness;  
  • Demonstrated ability to work in a team;
  • Demonstrated interpersonal and communication skills; and
  • Documented report writing skills in English
  • Oral and written fluency in English.
