Role summary

The Project Officer (PO) is responsible for the day-today management of the designed project in Pakistan. The incumbent will discharge his / her duties in line with FHF values, strategies, and policies. The PO will ensure the effective implementation and coordination of project activities in line with agreed project guidelines and objectives. This role will work with FHF’s partners to enhance and implement strategies, plans and projects in line with FHF Strategic Plan and specific project objectives.

Core accountabilities

Program Coordination

  • Support the implementation and coordination of (Project Name) in districts (district names) in accordance with agreement.
  • Facilitate timely submission of quality monthly, quarterly, annual and any other reports from Partners to the Program Manager Pakistan
  • Support the Program Manager Pakistan and public / private partner hospitals and field teams in ensuring that program activities are timely planned, implemented, monitored and reported.
  • Ensure that the Program team and Managers are made aware of relevant meetings, forums etc. taking place within the country, to ensure timely representation.
  • Assist partners with timely mobilization of goods and services to initiate activities.
  • Provide timely and relevant information and reports to the Program Manager Pakistan and relevant departments.
  • Assist program team to develop project proposal and project design document as required.
  • Assist in all project related procurement as required following FHF procurement procedures / rules.
  • Maintain record of project related finances and assist FHF finance manager in recording those expenses to FHF financial system.
  • Assist in developing research and advocacy plans or any other project related document.
  • Assist in developing new project proposals as and when required.
  • Identify new approaches and strategies that would benefit the program design and implementation.
  • Coordinate with the relevant team for grants proposals from partners in various regions/ provinces.

Monitoring and Evaluation

  • Monitor specific stages of project/ program implementation.

  • Develop and implement all Monitoring and Evaluation Plans in coordination with the relevant staff/ departments.
  • Monitor and evaluate project implementation, work plans progress and financial management.
  • Identify and compile lessons learned, report back on learnings.

Research  and  Advocacy

  • Support the development and implementation, coordination & monitoring of research & advocacy activities in accordance with FHF country programs.
  • Identify & strengthen relationships with local, regional and international research organizations/institutes and opportunities that are related to the thematic areas addressed by the organization.
  • Draft TORs for the proposed research topics.
  • Support the implementation and coordination of research projects
  • Analyse the research findings to produce evidences and use the finding of the research.
  • Dissemination of research finding at various forums
  • Establish and maintain relationships with diverse stakeholders including the government authorities, local and international organization, and the media
  •  Support in ddesigning and planning of advocacy strategy for FHF Pakistan
  • Coordinate and implement different advocacy campaigns in the country and also lobby where it is needed.
  • Produce behavior change materials for audience from diverse literacy levels
  • Write and send press releases, write seminar reports

 

Financial Support

  • Assist Partners to prepare financial budgets and returns (as required) and monitor expenditure against these on assigned provinces.
  • Review partners’ advance and settlement in the assigned provinces.
  • Work closely with the Finance Officer to ensure proper partner accountability for FHF Pakistan funds.
  • Ensure that partners submit timely monthly/ or and quarterly financial returns.
  • Ensure that partners manage and utilize project assets as per FHF’s policy or guidelines.

Admin Support

  • Provide administration support for project in a timely manner as required. Including the coordination visa (if required) and equipment arrangements for the project.
  • Provide event and meeting support including preparation of agendas, meeting records and basic presentations.
  • Manage records and documentation in accordance with record keeping processes.

Essential or Desirable

Qualifications, Experience  and Knowledge

Qualifications

  • Essential Master’s Degree in relevant field Social sciences/ communication / Business administration)

Knowledge

  • Knowledge of project design, project management, budget development and monitoring
  • Knowledge of financial management 
  • Proven ability of handling successful gender & health projects and develop effective systems  and coordination tasks

Essential Experience

  • Minimum of 3-5 years research & advocacy working experience with international/ national development organisations 
  • Previous experience in project management such design, implementation, monitoring, evaluation and working through partners (desirable)
