These Terms of Reference are meant to engage a national consulting firm for development of training modules and training of members of School Management Committees (SMCs) as explained below. The consulting firm will responsible for development of training modules in Sindhi, Urdu and English language which will covers to strengthen the role of SMCs in community and social mobilization for education, school improvement planning and decision making, strategies for increase in enrolment specially in girls enrolment, retention and drop out of students, basic concept of monitoring by SMCs and awareness and basic concepts of DRR and Watson at school level and training of school management committees on above mentioned topics.
Background of Sindh Community Mobilization Program
The Sindh Community Mobilization Program (CMP) is a five-year program jointly funded by Government of Sindh and USAID implemented by IRD. It commenced in August 2013, and forms a cornerstone of Sindh Basic Education Program (SBEP). CMP has four major components: 1) Increase communities’ involvement in the GOS reform of merging, consolidating, and upgrading schools; 2) Improve community and district administrations coordination for increased girls’ enrollment; 3) Improve child nutrition in selected communities and government schools through research that informs innovation and good practice; and, 4) Pilot component: Launch of the Education Management Organizations (EMO) system. In addition, CMP has three cross cutting themes that will significantly add value to these objectives; 1) Gender: Mainstreaming of program activities; 2) Water and sanitation (WATSAN): Improved facilities, knowledge and practice; and, 3) Disaster Risk Reduction (DRR): Improved awareness, knowledge, preparation, and practice. The program has been implemented in seven districts Khairpur, Dadu, Sukkur, Larkana, Kashmore, Jacobabad, and Qamber Shahdadkot and five towns of Karachi (Lyari, Keemari, Orangi, Bin Qasim, and Gadap) in Sindh.
CMP tracks and supports the construction, merging, consolidation, and upgrading schedule of SBEP and also works with neighboring schools which fall within designated areas around new schools being built under SBEP. CMP’s inclusive community activities are designed to make these educational improvements sustainable by increasing community support for their local schools and advocacy for better educational provision generally.
Scope of Work:
Through this assignment, CMP requires a national consulting firm for designing and development of training modules for school management committees (members of executive committee), conduct trainings for members of executive committee of School Management Committees SMCs in districts Sukkur, Khairpur, Dadu, Qambar Shahdadkt, Kashmore, Larkana and Jacobabad and towns of Karachi including Lyari, Gadap, Orangi, Keemari and Bin Qasim at cluster basis
The specific objectives of the intended scope of work are as follows:

The technical Firm are expected to:
- Design and develop user friendly training modules for low literate persons on strengthen the role of SMCs in community and social mobilization for education, school improvement planning and decision making, strategies for increase in enrolment specially in girls enrolment, retention and drop out of students, basic concept of monitoring, DRR and Watson awareness at school level for SMCs as per their TORs and CMP program requirements in Sindhi, Urdu and English.
- Conduct trainings for SMCs executive committee members (2100 persons) on developed modules in districts Sukkur, Khairpur, Larkana, Dadu, Qamber Shahdadkot, Kashmore, Jacobabad and towns of Karachi Lyari, Gadap, Bin Qasim, Keemari and Bin Qasim parallel
- Produce a quality training report of all training workshops

- Hire a team of trainers and facilitators (female and male) for conducting the workshops for executive committee members of SMCs at cluster basis. Applying firm needs to submit the CVs of trainers and facilitators with the proposal. (Details are mentioned separately)
- Finalize training schedule with CMP team
- Conduct training workshops parallel in the districts / venues/ cluster selected by the CMP staff in targeted districts

- Conduct three days training Workshops for 409 SMCs (2100) participants at cluster basis in all above mentioned districts and five Towns of Karachi

Duration of assignment
The duration of this assignment will be 282 days starting from February, 2017 – September 2017.
Duty Station
The selected firm for this assignment will be work in CMP team and other stakeholders for meeting in Karachi, Pakistan, and travel to Sukkur, CMP targeted districts and towns of Karachi for trainings.
Required Qualifications, experience and core competencies for hiring of a technical firm
- Reputable registered firm or organization with minimum of 5 - 10 years’ work experience in capacity building and education projects particularly in Sindh
- Experience in working with public sector projects and worked in similar type of projects
- Experience in working with School Management committees or conducted trainings for SMCs
- Good understanding of educational system of Pakistan and specially Sindh Province
- Ability to design training modules and trainings in local context
- Having multidimensional diverse group/ pool of experienced resource persons at least six trainers can conduct trainings parallel in three to four districts simultaneously
- Good facilitation, presentation, communication and report writing skills
- Working experience in remote districts of Sindh and towns of Karachi
- Applying firms or organizations need to apply with technical and financial proposals of the assignment.
Criteria for selection of hiring of trainers
- University degree in social Sciences or in education related field
- The trainers and facilitators must speak Sindhi & Urdu.
- Minimum of 5 - 10 years’ work experienced in conducting trainings in capacity building and community related interventions projects
- Good facilitation and presentation skills

I. Payment Conditions
- Payment to supplier/services provider would be made in Pak Rupees through Crossed Cheque on company name.
- 100 % Payment will be made through cross cheque after complete delivery, along with submission of invoice.
II. Proposals Submittal Requirements:
- Proposals should be strictly submitted in sealed envelope (Financial & Technical in separate envelopes) before COB 1730hrs, January 18, 2017at CMP Office, 4th Floor, Bahria Complex - 3, M. T. Khan Road, Karachi.
- Proposal on Company’s letter head
- Proposal should be valid at least for Two (2) Months.
- All documentation is to be provided in English language.
- All applicable taxes will be deducted as per law.
- Venue, TA/DA for participants & Refreshment will be bear by CMP-IRD
III. Evaluation Criteria: Weighted

Technical Specification (as defined in SOW) 35%
Qualification & experience (as defined in required qualification & experience) 15%
IV. Award Notification and Responses
Award notification will be sent to Proposal within 2 weeks of the Proposal deadline.
The successful vendor must confirm the award within 2 working days. The award will be withdrawn due to non-responsive vendor and offered to the next most qualified vendor.
VII. Special instruction
- The cost related to preparation of Proposal and all related documents will be solely borne by Proposal.
- We reserves the right to accept or reject any Proposal, and to cancel the RFQ process and reject all Proposals, at any time prior to award, without thereby incurring any liability to vendor or any obligation to inform vendor of the grounds for CMP action.
- Our Organization complies with U. S. Executive Order #13224 on Terrorist financing which effectively prohibits transactions with persons who commit, threaten to commit or support terrorism. Any person or entity that participates in this RFQ process, either as a prime or sub to the prime, must certify as part of the Proposal that he or it is not on the U. S. Department of Treasury Office of Foreign Assets Control (OFAC) Specially Designated Nationals (SDN) List and is eligible to participate. Any Proposal received by a person or entity that is found to be on the List or otherwise ineligible will be disqualified.
