Background: The position is for an international development project working to deliver social infrastructure across Pakistan.

Position Summary: The position is responsible for assisting Sr. Engineer-Procurement in managing the works/services/goods procurement function.

Location: Islamabad

Reporting and Supervision: This position will report to Sr. Engineer Procurement.

Specific duties and responsibilities include but are not limited to:

Stakeholders Relationship Management

  • Establish good interpersonal relationships with all the employees and stakeholders.

Main Responsibilities

  • Assist Sr. Engineer in monitoring all procurement related activities for Province
  • Assist in developing and preparing contracts for procurement of contractors and works, issuing tender invitations, evaluating responses to tender.
  • Assist in pre-qualification of contractors/consultants/ suppliers
  • Support Sr. Engineer during all phases of the procurement cycle
  • Assist in establishing approaches for negotiations and conducts or coordinate all phases of negotiations with all concerned parties, including the negotiation of disputes arising from contracts
  • Assist in issuing variation orders, addendums.

Activity Reporting

  • Provide accurate and timely activity-based reporting as per project SOPs: weekly, monthly, quarterly etc.
  • Provide informative, timely and effectively presented written reports/numerical data as required
  • Maintain HRIS and Administration Data.

Minimum Qualification and Experience required:

  • Four Years University Bachelor’s Degree in Civil Engineering
  • 2-3 years of experience in procurement and contracts related to construction works.
  • Relevant IT skills, including familiarity with Microsoft Office and web-based applications
  • Fluency in oral and written English is required.
  • An engineering background with good knowledge of pre-qualification of contractors/suppliers/consultants, contract formulation, Tender/RFQ/RFP processing, evaluation/award of bid, quantity surveying, invoice processing techniques is must.
  • Written and spoken English as well as local language(s);
  • IT Literacy: able to use Microsoft Word, PowerPoint and Excel at professional level plus knowledge of Smartphone / tablet  applications,
