Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking multiple Senior Quality Control Officers (SQCO) for the Sindh, Punjab, and Balochistan regions to oversee and ensure the quality of data collection for the 2017 Early Grade Reading Assessment (EGRA). USAID/Pakistan is funding two large projects, the Pakistan Reading Project (PRP) and Sindh Reading Project (SRP) to improve early grade reading in public primary schools throughout Pakistan. A baseline EGRA was conducted in 2013-14, prior to the start of USAID/Pakistan project interventions. The 2017 EGRA will provide evidence of progress made in student test scores following the commencement of project activities.

The SQCO will be responsible for ensuring the standardized administration of the EGRA tools and survey instruments throughout the region, and for coordinating with MSI’s local data collection partner on matters of staffing and logistics for fieldwork activities. This short-term assignment is anticipated to span approximately three-four months starting in August 2017 (with shorter orientation exercises potentially beginning earlier), with approximately 55-65 days level of effort.

Responsibilities:

  • Supervise and report on data collection for an assigned region of Sindh, Punjab, or Balochistan.
  • Oversee and mentor the QCOs in the assigned region.
  • Prior to and during data collection, establish and manage relationships with government officials and school administrators.
  • Participate in training sessions on standardized administration of EGRA tools and survey questionnaires.
  • If required, support the training of QCOs, enumerators, and supervisors on the standardized administration of EGRA tools and survey questionnaires.
  • Oversee and help to organize the field administration of the operational tools along with the selected local data collection partner.
  • Ensure compliance with standardized procedures and protocols for the administration of the EGRA tool and the survey questionnaires.
  • Oversee and ensure the performance and management quality of local subcontractor.
  • Serve as the contact and point person for the field aspects of the 2017 assessment.
  • Prepare regular reporting updates as required/oversee QCO SMS reporting entries against achieved daily targets.
  • Participate in daily debriefing meetings with staff.
  • Make/implement recommendations on improving the assessment activities.

Qualifications:

  • At least a Master’s degree in education, social sciences or related field.
  • At least five (5) years of managerial experience of evaluations, assessments, surveys and other assignments requiring data collection.
  • Experience managing or conducting national or provincial level testing of primary school students.
  • Excellent analytical, and English oral and written communication skills.
  • Able to work effectively as part of a large team of local and expat dedicated professionals.
  • Able to work under tight deadlines and produce quality work.
  • Fluency in English and Urdu.
