Project Summary: 

In May 2015, the United States Agency for International Development (USAID) awarded a five-year contract to Management Systems International (MSI) to provide performance management support to USAID-sponsored development programs throughout Pakistan. The Performance Management Support Contract (PERFORM) serves as a centralized management support mechanism that provides services in (1) monitoring, (2) evaluation, (3) assessment, and (4) learning support. PERFORM provides data and information to help USAID/Pakistan project managers improve results through better implementation, design, and learning, enabling it to better target its programming and achieve its goals and objectives.

Position Summary:

MSI is seeking a group of Master Trainers to train the data collection teams for the 2017 midline Early Grade Reading Assessment (EGRA).  USAID/Pakistan is funding two large projects, the Pakistan Reading Project (PRP) and Sindh Reading Project (SRP), to improve early grade reading in public primary schools throughout Pakistan, except for Punjab province. A baseline EGRA was conducted in 2014, prior to the start of USAID/Pakistan project interventions. The 2017 midline will provide evidence of progress made in student test scores following the commencement of project activities in 2015.

The training will cover the administration of the EGRA in either Urdu or Sindhi, as well as student, teacher, and head teacher interviews. During the first phase, the Master Trainers will work with EGRA’s technical staff to design a training course for quality control officers, enumerators and field supervisors. During the second phase, the Master Trainers will work in teams of two to three to deliver the training.  The training will be repeated three times – twice in Islamabad in Urdu and once in Karachi in Sindhi and Urdu.

This assignment will be for up to two months starting in March 2017, depending on each Master Trainers’ role.

Responsibilities:

  • Work with EGRA’s technical staff to design a training course for enumerators and field supervisors in Islamabad in March.
  • Lead training in Islamabad (Urdu) and/or Karachi (Sindhi and Urdu) on standardized administration of EGRA tools and survey questionnaires.

Qualifications:

  • At least a Master’s degree in education, social sciences or related field.
  • At least five (5) years of data collection experience on surveys and/or assessments required.
  • Experience serving as master trainer and trainer of enumerators for large scale data collection activities.
  • Experience designing training courses, preferably for data collection activities, prior experience with training on EGRA preferred.
  • Able to work effectively as part of a large team of local and expat dedicated professionals.
  • Fluency in English and Urdu for Urdu trainers.
  • Fluency in English, Urdu, and Sindhi for Sindhi trainers.
