Pakistan Reading Project will improve the quality of reading in public and private schools across all of Pakistan; supporting at least 2.5 million additional primary school students to read at all level commensurate with standards at their grade level by the three mutually reinforcing components of teacher education and professional development, systems reform and civil society engagement.

RESPONSIBILITIES:

  • Analyze the existing reading assessments and results including Pakistan’s Annual Status of Education Report (ASER)  and USAID’s Early Grade Reading Assessment (EGRA) for the region;
  • Coordinate with  Assessment Specialist and authorities to design provincial reading assessment tools that gauge students’ performance against existing standards and those developed in partnership with the project;
  • Conduct workshops with Department of Education officials to draft provincial assessments,  informed by existing assessment and standards;
  • Provide support to provincial governments to design and conduct standardized reading assessments and use the findings for informed decision making;                         
  • Support piloting of draft reading assessments including logistics and data entry, analysis, and interpretation;
  • To train and orient the staff on tools, study frameworks, analysis and planning & implementation along with strategies of data collection  
  • Lead workshops to revise reading assessments to reflect analysis of pilot results;
  • Ensure cohesion with other education policy, systems, and standards;
  • Ensure that education assessment systems support is technically sound and effective in reaching program targets;
  • Coordinate with Provincial Assessment Authorities to develop and implement an assessment strategy;
  • Organize workshops for provincial assessment authorities to identify and address system needs, outline action plans, and set goals.
  • Any other task allotted by the supervisor

 Required Skills & Qualifications:

Qualification:

  • Master’s degree from an accredited university in international education, research methods, or other related field, or additional years of experience in the education or research, evaluation, and learning field;

EXPERIENCES:

  • At least 3-5 years of experience in implementing and analyzing quantitative and qualitative assessments of learning outcomes
  • Experience at primary level of; teaching, training, assessing, coordinating 
  • Experience of managing teams for academic tasks
  • Experience of working on EGRA (Early Grade Reading Assessment) and development of other reading assessment tools. Additional relevant experience such as working with NEAS/PEAS (National/Provincial Education Assessment System) would be a plus;

SKILLS:

  • Knowledge of SPSS  and databases management
  • Demonstrated coordination with government institutions
  • Strong analytical report writing and presentation skills
  • Experience with international non-governmental organization preferred
  • Familiarity with the regional context
  • Fluency in English is required; knowledge of Urdu is a plus.
