PURPOSE OF POSITION

Improving the quality of Sungi Development Foundations program through maintaining efficient and effective monitoring systems and local mechanisms to improve accountability, improving internal information flows, and providing field-based program support on M&E

Act as M&E information focal point ensuring information flow between the different units, and between sub offices.

Work Responsibilities / Major Activities

1.        To develop, review, monitor, evaluate and ensure implementation plans for monitoring and evaluating programmes activities against outputs and outcomes.

2.        Document programme impact/change, mindset, socio-economic and political changes against baseline benchmarks

3.        To prepare the annual plan and budget for the RME section, within guidelines approved in the annual planning session, monitor performance against approved plan and budget, take corrective action as required, and obtain ED / PMC / Donor’s approval for the significant amendments to the Logical Framework Analysis (LFA).

4.        To coordinate the development of strategic plans for Sungi and their conversion into institutional proposals for donor’s funding.

5.        To coordinate the annual and periodical planning activity, consolidate programme work plans and LFAs for each section.

6.        To produce quarterly, six-monthly and annual progress reports based on the LFAs, organize review meetings and revise LFAs where necessary.

7.        To install systems for participatory planning and joint monitoring and evaluation with donors, Sungi staff and community partners. Convene quarterly and annual planning and review sessions at the institutional level.

8.        To conduct & document participatory research aimed at improving field operations & their impact.

9.        To develop and manager recording and information system for Sungi.

10.      To undertake baseline studies of villages covered by Sungi’s operations and update periodically.

11.      To arrange in-house and external training for the RME section staff and strengthen the learning process through exchange visits.

12.      To arrange and participate in donor monitoring and evaluation missions.

13.      To conduct briefing sessions for Sungi staff on RME’s role and contribution to the organization.

14.      To organize and facilitate external and internal programmatic evaluations and documentation of activists / village studies as per program needs realized. Also design evaluation and appraisal procedures and mechanisms with a focus on thematic research needs of the programs and measurement of institutional maturity of the grassroots organizations promoted by Sungi at the sub-village level.

15.      To ensure safe custody and proper use of fixed assets allocated to the RME unit.

16.      To arrange expert evaluation of the RME section’s performance.

17.      Undertake field visits to monitor programme progress and evaluate impact/change

18.      Any other responsibility assigned by the Executive Director.

Mandatory minimum academic, technical or other knowledge required:

 

Mandatory minimum work experience required :

1

Masters degree/University degree in any of the relevant field - rural development, Economics, and Statistics

At least 5 years experience in management of monitoring and evaluation of humanitarian relief or development projects

2

Very good understanding of different frameworks and development approaches. Very good understanding of human rights.
