RESPONSIBILITIES AND DUTIES:

Responsibilities: Under the supervision of the Head of the Programme, the Deputy Head of Programme is responsible for:

  • Programmatic aspects of the programme. S/he or his or her designee will supervise the activity development staff and other staff involved in activity development, implementation, monitoring, evaluation, and reporting.
  • Ensuring the appropriate implementation of programme strategy.
  • Ensuring that procedures are established and complied with for activity development, activity worthiness, activity implementation, management, monitoring, evaluation, and closing.
  • Working with the Head of Programme, Senior Operations Manager, CVE Technical Advisor and regional offices to improve implementation processes throughout the programme.
  • Serving as the Head of Programme and donor's primary point of contact for current information about the status of activity design and implementation.
  • S/he will ensure that the relevant staff use and maintain the Activity Database, and that data is consistent and complete.
  • Identifying programme opportunities and potential local partners.
  • Under the guidance of the donor and Head of Programme, contributing to the design and implementation of the M&E system at the activity level while ensuring that all activities are monitored and evaluated.
  • Act as the Head of Programme when s/he is absent from the programme.

MINIMUM TANGIBLE QUALIFICATIONS:

 

  • Relevant work experience, including experience with a donor, contractor or international NGO managing an office or programme with some demonstrated supervisory experience.
  • A minimum of four (4) years of experience working on complex, high-speed and challenging field operations in developing countries.
  • Experience with activity design, development, implementation, and closing.
  • Experience with grant management, preferably in-kind and small grants, and programmes that require various and simultaneous procurements of goods and services and management of providers of short-term technical assistance.
  • Capacity to understand and analyse national, regional, and local politics; to guide the programme staff in creatively designing grants that relate to the current political environment.
  • Experience working in developing countries is required, preferably in a fragile or transitional state environment or security-challenged environments.
  • Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.
  • Experience with activity design, development, and implementation.
  • Previous experience working in South and Central Asia and on transition programmes in insecure environments is desirable; experience working in Pakistan is highly desirable.
  • Exceptional organisation skills and ability to work and multi-task under pressure.
  • Strong interpersonal skills and ability to work with culturally and geographically diverse staff.
  • Fluency in written and oral English is required.
  • Experience in the Punjab province.

PREFERRED QUALIFICATIONS:

  

  • At least two (2) years of experience in CVE and/or community participation-type projects is highly desirable.
  • Proficiency in Urdu is desirable but not required.
  • University degree in a relevant field desired, but not required.

This is a contingent position based on funding from the donor.
